Telegram Ads in Spain: DGOJ, CNMV and Measured CPMs (2026)
Telegram Ads delivers in Spain on Euro and TON accounts: our TON accounts measured 0.41 TON per thousand impressions at a 6.76% CTR and 0.006 TON per click across 2.9M Spain-targeted impressions (22 August–3 October 2026); Euro accounts have no Spain-only measurement yet. A Euro account targets Spain and can link to a website; a TON account uses the same country targeting since August 2026 and links to Telegram destinations only. Does Telegram Ads even reach Spain?
Yes. Spain is one of the 229 country options in the ad form, and our TON accounts served 2.9M Spain-targeted impressions between 22 August and 3 October 2026.
How many people that reaches is harder to say honestly, because Telegram does not publish user numbers by country. The best public figure is a survey: in the CNMC’s household panel for the fourth quarter of 2025, 17.4% of people in Spain who use the internet at least weekly said they use Telegram habitually, against 94.6% for WhatsApp (CNMC, May 2026). Spain had 46.1 million internet users in October 2025, 96.4% of the population, with a median age of 45.9 (DataReportal, Digital 2026: Spain), and Android carried about 73% of mobile web traffic in September 2026 (StatCounter).
So the question is never “can I run Telegram Ads in Spain” — you can. The questions I get on @adsly_pro are which account, at what price, and what Spanish law says about the offer. That is the order of this page.
What do Telegram Ads actually cost in Spain?
Measured on our own accounts: Spain-targeted campaigns on TON accounts ran at 0.41 TON per thousand impressions, 6.76% CTR and 0.006 TON per click, across 2.9M impressions on 7 accounts (22 August–3 October 2026). Those are TON prices, not euros; our Euro accounts have no Spain-only measurement yet. We do not publish a per-niche split for Spain — the base is too thin to separate one niche from another honestly.
Within our TON table, Western European countries sit at the cheap end: France 0.24, Britain and Germany 0.27, Spain 0.41 and Italy 0.43 TON per thousand impressions. The 6.76% CTR is well above the 1.88% average across all our campaigns; it comes from seven accounts, so read it as what those advertisers got, not as what Spain gives. Euro account or TON account for Spain — which one?
Two ways in, and they solve different problems.
A Euro account targets Spain through the country option, can link to an external website, add a custom button and have a declined ad escalated to a human through us. It opens in 2 business days on Adsly’s EU entity, with no KYC, as a World account, so the same account can target other countries too. This is the account we recommend: the same account also takes a channel, a bot or a Mini App as the destination.
A TON account has used the same targeting form since 22 August 2026, so you select Spain directly, and Spain is not among the four countries where TON-funded ads are not served (Russia, Ukraine, Israel and Palestine). It links only to Telegram destinations — a channel, a bot or a Mini App, not an external URL.

How does Spain regulate gambling ads — and where does Telegram stand?
Start with Telegram, because it is shorter. The ad guidelines prohibit gambling ads: §5.6 says ads must not promote “online or offline gambling, gaming, or casino-based activities involving real money, prizes, or goods of any value” (guidelines). With us gambling runs in two formats only — an official gambling account, ad budget from €25,000, or a test launch on our infrastructure, ad budget from €5,000 — described in the gambling policy guide. Neither format changes Spanish law, and neither is a way around it.
Spanish law has its own layers, and the regulator is the DGOJ — Dirección General de Ordenación del Juego:
- The licence comes first. Article 7 of the Gambling Act (Law 13/2011) prohibits advertising, sponsoring or promoting games of chance, or gambling operators, without the authorisation contained in the operator’s licence, the “título habilitante” (BOE).
- Royal Decree 958/2020 sets how a licensed operator may advertise. Commercial communications on audiovisual services may be broadcast only between 01:00 and 05:00 (article 18), and sponsorship on shirts or sports kit is not allowed (article 12) (BOE, consolidated text).
- Part of that decree no longer stands. The Supreme Court’s judgment of 2 April 2024 annulled the limits on promotions for new customers (article 13.1 and 13.3), the ban on public figures in ads (article 15), the general restriction on advertising in online services (article 23.1) and the social-media rules of article 26.2 and 26.3; the consolidated text marks them “Anulado”. A guide that still says Spain bans welcome bonuses is quoting the 2020 text.
- A reform is being drafted. In May 2026 the DGOJ opened a public consultation on a preliminary draft amending Law 13/2011, which could bring back and extend the restrictions on social media and video platforms, celebrity endorsements and sign-up bonuses; comments were due by 22 June 2026 and no bill has been approved (DLA Piper, May 2026).
This page does not present Telegram as the place where Spanish gambling advertising moved to. A DGOJ licence is the precondition under Spanish law, §5.6 is Telegram’s own rule on top of it, and what you may run is yours to establish with a Spanish lawyer.
What about forex, crypto and CFDs under the CNMV?
Financial promotion in Spain answers to the CNMV — Comisión Nacional del Mercado de Valores. Two things changed, and older guides have both wrong.
Crypto: MiCA, not the 2022 circular. The CNMV’s Circular 1/2022, with its risk warnings and prior notice of campaigns aimed at more than 100,000 people, was repealed by Circular 1/2024 with effect from 28 December 2024, because the EU’s MiCA Regulation applies directly; prior notification of mass campaigns went with it (finReg360, December 2024). What applies now, from the text of Regulation (EU) 2023/1114:
- Nobody may provide crypto-asset services in the EU without authorisation, and a firm that is not an authorised provider may not issue marketing communications suggesting that it is one (article 59).
- Spain’s transitional period is over. It ended on 30 June 2026; since then only providers that have obtained authorisation may operate in Spain, and the CNMV tells investors to check a provider in the ESMA and CNMV registers (Funds Society, June 2026).
- A provider’s marketing communications must be identified as such and be fair, clear and not misleading, and the provider must warn clients of the risks (article 66).
- For a token offered to the public, the marketing communication must be consistent with the white paper and state that it “has not been reviewed or approved by any competent authority in any Member State of the European Union” (article 7).
- A firm outside the EU cannot lean on “the client came to us”. If it solicits clients in the Union, “regardless of the means of communication used for the solicitation, promotion or advertising”, the service is not at the client’s own initiative, whatever a disclaimer says (article 61).
CFDs: advertising to the public is banned. The CNMV’s Resolution of 11 July 2023 (BOE), applied since 3 August 2023, prohibits advertising CFDs to retail clients and to the general public. The ban covers ads that send people to a website offering CFDs, to a contact form or an app download, and ads for free or nominal-fee courses, seminars and demo accounts that promote investing in them. It also bans sponsorship and brand advertising whose aim or effect is to advertise CFDs, including through public figures (CMS, 2023). It comes on top of the 2019 measures: leverage limits by underlying, close-out and negative-balance protection, and a standard risk warning.
So “education and signal-channel growth for a CFD broker” is not a workable angle for Spain: it is the case the resolution describes. If your forex product is a CFD or another leveraged product, this resolution is the first thing to check with Spanish counsel. On Telegram’s side, §5.7 prohibits get-rich-quick offers and “offers of investment with guaranteed return”.
What should a Spain campaign look like?
We have no Spain split by niche, creative or funnel, so this is how we would set a campaign up, not a list of proven winners:
- Spanish, written for Spain. Telegram’s guidelines say the language of the targeted channel should match the language of the ad and of the destination (§4.7). Write peninsular Spanish — “vosotros”, euro prices, Spanish brands and payment methods — rather than Latin American Spanish. We have not measured the difference, so test it.
- Pick the destination before the account. A channel or a bot keeps the reader inside Telegram; a website needs a Euro account. On our Euro accounts in September 2026 a click cost €0.355 to a channel, €0.223 to a bot and €0.266 to a website — all countries together, not Spain alone.
- Country first, then channels. Start with Spain as the country and Spanish as the language, then test topics or a hand-picked list of Spanish channels as separate campaigns and compare them in your own numbers.
- Keep a risk line in finance copy. MiCA requires crypto-asset service providers to warn clients of the risks, and a short risk line in the ad is the simplest way to show that you do.
How does Adsly set up a Spain campaign?

Then topics — “Economy & Finance”, “Travel & Tourism” and “Technology & Internet” are exact names from the form — or the channels your customers already follow. The form also has a Locations field that searches locations inside the selected country; which ones it offers for Spain is visible in the account, and we have not measured city-level campaigns.
- Frequency. Views per User: start at 1–2 (the form allows 1 to 4).
- Timing and moderation. We have no hour-of-day data for Spain, so we publish no “best hours”; read the hourly analytics of your own campaigns. Over 98% of the 13,199 campaigns we measured in September 2026 had a moderation decision within three hours. Across all niches, 95.6% of reviewed ads on our Euro accounts and 86.8% on TON accounts end up approved.
One thing I will never tell you: that we “send your channel to Telegram for approval”. We don’t. After payment the account is opened in 2 business days, and there is no pre-moderation of your channel, bot or site. Creative moderation is real, but it happens later, per campaign, after the account is open — and opening an account does not approve any ad.
Who is responsible for what
Adsly opens the account and gives you the tools. What may be advertised to people in Spain is decided by Spanish and EU law and by Telegram’s moderation, and that responsibility stays with the advertiser:
- Gambling. The DGOJ licence and the advertising rules above are yours to meet; §5.6 of Telegram’s guidelines applies on top of them.
- Crypto, CFDs and forex. The MiCA authorisation and the CNMV’s rules are yours to settle before launch, with a Spanish lawyer if the offer is anywhere near the line. The licence and compliance with the law are the advertiser’s responsibility; an open account says nothing about them.
- Pharma and CBD. We do not take them, in any country.
- Everything else — SaaS, B2B, e-commerce, travel, education, consumer offers — runs with Spain as the target and no licence layer.

An authorised crypto-asset service provider can, under MiCA’s marketing rules. Since 1 July 2026 only authorised providers may operate in Spain, and a firm outside the EU that advertises to people in Spain cannot claim that the client came on their own (article 61).
Can I advertise CFDs, or a signals channel for a CFD broker?
Not to the general public. The CNMV’s 2023 resolution prohibits CFD advertising aimed at retail clients, including ads that lead to a contact form, an app download or free training.
Can I target Madrid or Barcelona only?
The ad form has a Locations field that searches locations inside the selected country. Which locations it offers for Spain is visible in your account; we have not measured city-level campaigns, so we promise nothing about a Madrid-only campaign. Targeting the channels a city’s audience reads is the other route.
