Two genuine catches behind these numbers:

  • PIX checkout is the lever that moves CPC into ROAS. A campaign with €0.40 CPC but no PIX is worse than €0.80 CPC with PIX. The drop-off at non-PIX checkout in Brazil is 30–50%.

What you can actually advertise — niche by niche

Crypto (the new regulatory reality)

You can run crypto education and exchange ads on Telegram Ads in Brazil with two adjustments:

  • VASP status: if you’re a Brazilian-licensed exchange, reference your SPSAV/BCB number on the landing page within one scroll of the fold. CVM expects it; Telegram moderation will pass the ad without it but the CVM enforcement teams check landing pages.
  • No “guaranteed returns” copy. CVM Resolution 88 (and the 2026 amendments) forbids any implied or stated yield promise.
  • No cross-border PIX-to-stablecoin language. The BCB October 2026 ban makes “send PIX, get USDT abroad” copy a regulatory red flag. Even if your platform technically still does this for domestic users, the ad will be flagged on principle.

Forex / CFD

You can run these. The CVM does not license offshore brokers but also does not ban Brazilian users from accessing them — the gap where most Adsly forex clients operate. The compliance pattern:

  • Make the offshore status explicit in the ad copy (“Broker licenciado pela {jurisdiction}”).
  • Show the standard risk warning (“Perda potencial superior ao investimento inicial”).
  • Don’t use BRL on the deposit button — use USD/EUR. Mixing BRL signals “domestic CVM-licensed” which you’re not.

Gambling

Telegram Ads global policy: gambling and casino ads are forbidden. This includes the now-licensed Brazilian “Bets” sportsbook sector. Are Brazil CPMs really €0.50?

Yes for the cheapest mainstream inventory; up to €2 for crypto and €2.50 for forex when you’re hitting premium channels. The €0.50 number is real but it’s the low end of a wide distribution.

Can I target São Paulo specifically?

Does the BCB October 2026 stablecoin ban affect my Telegram Ads campaign?
