Why Telegram for Finance?
Telegram has over 1 billion monthly active users (Pavel Durov, March 2025), and its ads appear inside channels and bots that people chose to follow — trading, investing, business news and personal finance channels among them. You can buy those placements channel by channel, or target users by country, language and topic.
The rules are lighter than on the largest platforms, but they are not absent. Google requires advertisers of financial services to complete a verification process in some locations, including the licences they hold (Google Ads: Financial products and services). Telegram’s ad guidelines have no such verification step; what they do is prohibit specific things — payday and short-term loans, get-rich-quick offers, investment with a guaranteed return — and require that the terms of a paid product are explicit. We do not publish a price comparison with Google or Meta for finance: we have no measurement of our own on those platforms.
Finance Sub-Verticals on Telegram Ads
Finance on Telegram is several different products, with different rules and, through Adsly, different minimum budgets. The minimum ad budget for a Euro account is €500 for banking, payments, insurance, lending and forex, and €1,000 for crypto and for stocks and investing.
Banking & neobanks — Revolut, Wise, N26-type apps promoting multi-currency accounts, low-fee transfers and digital banking. Minimum ad budget for a Euro account: €500.
Trading platforms — Forex, stocks and crypto trading, including copy-trading and social trading. Forex starts at €500; stocks, brokerage and crypto start at €1,000.
Investment services & robo-advisors — Wealth management, automated portfolios and passive investing. Minimum €1,000. Telegram’s rules prohibit offers of investment with a guaranteed return, so the copy describes the service and never the outcome.
Insurance & lending — Insurtech, consumer credit and micro-lending. Minimum €500. Telegram’s guidelines name payday loans, cash loans and short-term loans as prohibited, so both the product and the wording matter here.
Payment processors & wallets — Payment gateways and P2P transfer services start at €500. Crypto wallets count as crypto: €1,000.
Financial education & courses — Trading courses, investing bootcamps and financial literacy programs. The minimum follows the subject taught: €1,000 for a crypto or investing course, €500 for a forex course.
Performance Benchmarks
We have no measured figure for fintech as a whole, nor for banking, lending, insurance or payments separately. The two finance verticals we can separate in our data are forex and crypto, both on self-service Euro accounts with all countries blended (3 October 2026).

The all-niche row is the Euro average measured on 7 September 2026. Both vertical rows stand on a thin base, so read the impressions column before you plan on them. We publish no cost per signup or per funded account: Telegram counts channel joins and bot starts as “actions”, and everything after the click has to be measured on your side with postbacks. Moderation for Financial Ads
Telegram’s ad guidelines do not ask a financial advertiser for a licence, but they prohibit specific products and specific wording. Across all niches, 99.9% of reviewed ads end up approved on Stars accounts, 95.6% on Euro and 86.8% on TON (3 October 2026), and over 98% of the 13,199 campaigns we timed had a decision within three hours (September 2026). We publish no approval rate for finance on its own.
What the guidelines prohibit (sections 5.7 and 5.4): payday loans, cash loans and short-term loans; get-rich-quick offers, pyramid schemes and multilevel marketing; offers of investment with a guaranteed return and claims of insider tips; concealing the fees, terms or payment deadlines of a paid product; unsupported superlatives such as “highest incomes” or “best company”; and addressing the viewer’s financial situation (“Looking to pay off high debt?”).
What that leaves room for: banking apps, payments, insurance, trading platforms, investment services and financial education, described factually.

Carry the risk disclaimer your regulator requires — “Capital at risk”, “Past performance does not guarantee future results” — on the destination page, and in the ad itself where 160 characters allow.

Link to a working page with terms, privacy policy and regulatory information. Telegram reviews the destination as well as the text.

Avoid superlatives (“best”, “guaranteed”, “risk-free”) in ad copy.

Do not count on a Stars account as a way around moderation: only channel and bot owners can spend Stars their channel or bot earned, on ads for that same channel or bot.
Targeting Strategies
Since 22 August 2026 every account type — Euro, TON and Stars — uses the same targeting form: countries (229 options), languages (71), topics (41), devices, or specific channels, bots and search.
Channel targeting: Trading and market-analysis channels, business news, financial education, investing communities and personal finance channels. Write the ad in the language of the channel you target: Telegram’s guidelines require the two to match.
Topic targeting: The topic list includes “Economy & Finance”, “Investments”, “Cryptocurrencies” and “Business & Entrepreneurship”. Combine a topic with a country when the product is licensed only in certain markets.
Country targeting: For a regulated product, target only the countries where you are allowed to offer it. TON-funded ads are not served in Russia, Ukraine, Israel and Palestine.
Cross-vertical targeting: Tech startup channels, entrepreneurship communities and freelancer channels are worth testing next to the finance channels. Judge them on your own numbers — we have no measured comparison.

Account Type Recommendations
The account type decides where your ad can lead and which countries it reaches, not who you can target.
Euro account — The fit for most finance products, because the ad can link to an external website: a bank, a broker, an insurer. Also Euro-only: in-stream video, a custom button and human escalation of a declined ad through Adsly. It also covers Russia, Ukraine, Israel and Palestine, where TON-funded ads are not served. Scaling Finance Campaigns
