How to Promote a VPN in 2026: Traffic Sources That Still Accept VPN Ads
To promote a VPN in 2026, buy traffic where the people who need one already are: Telegram. Google Ads bans "VPNs marketed to circumvent geo-restrictions", TikTok bans VPN ads in 17 markets including Russia, and Apple removed more than two dozen VPN apps from the Russian App Store. Telegram's Ad Policies have no VPN ban. Adsly, the official Telegram Ads partner, opens a Euro account in 48 hours for €650 (€500 is your ad budget): it links to your bot, site or app store and reaches Russia and Ukraine. In our Pro Panel, 16,602 VPN campaigns ran at a 2.68% CTR with only 1.1% declined, and a VPN click on Euro accounts cost €0.116.
A VPN sells best exactly where the big ad platforms close the door. It is bought by people whose internet is filtered, throttled or blocked, and in 2026 the policy pages of Google, TikTok and Apple say no to the very pitch that sells a VPN there. One channel says nothing against it, and its users already switch on a VPN to open it every morning: Telegram.
Below: the VPN acquisition map for 2026 from each platform’s own policy page, read on 18 October 2026, then our numbers from 16,602 VPN campaigns in Adsly Pro Panel: what they cost, where they ran and which copy gets through moderation.
How to promote a VPN in 2026: the short answer
Promote a VPN where the policy allows the pitch that sells it and the audience already uses one: in 2026 that is Telegram Ads, with the big platforms open only to privacy positioning.
- Google Ads, across Search, YouTube and App campaigns, takes privacy positioning only: “VPNs marketed to circumvent geo-restrictions” are not allowed.
- TikTok bans VPN ads in 17 markets, Russia among them, and allows them with requirements in 81 others, Turkey and Ukraine included.
- App stores gatekeep the product: Apple removed more than two dozen VPN apps from the Russian App Store in March 2026.
- Telegram Ads fits the product: its Ad Policies contain no VPN rule, and in Russian-language channels the VPN share of new ads grew from 0.40% in February 2026 to 2.55% in July (Telemetr).
- With Adsly: a Euro account in 48 hours from payment, €650 to start with €500 on your ad balance, no KYC, any crypto, links to your bot, site or app store, and Russia and Ukraine reach available on Euro accounts.
VPN advertising rules by platform: the 2026 map
Each platform decides on VPN ads by its own rulebook, and the decisive columns are Russia and the link: who lets you reach the market, and who lets the click land on your own bot, site or app.
| Traffic source | What its own policy says about VPNs | Russia | Link to your site or app |
|---|---|---|---|
| Google Ads (Search, YouTube, Display, App campaigns) | “VPNs marketed to circumvent geo-restrictions” are not allowed (Enabling dishonest behavior) | Google paused ads in Russia in March 2022 | Yes |
| Apple App Store and Apple Ads | Guideline 5.4: NEVPNManager API, organization account, data declaration before purchase, licence where required | More than two dozen VPN apps removed in March 2026 | App Store only |
| Google Play | VpnService only for apps whose core function is VPN; declaration form; encrypted tunnel | — | Play only |
| Meta (Facebook, Instagram) | No VPN section in the Advertising Standards; general rules apply, including locally illegal content and cybersecurity | Ads targeting people in Russia paused on 4 March 2022 | Yes |
| TikTok | Not allowed in 17 markets; allowed with requirements elsewhere; never for copyright infringement, dishonest behavior or bypassing subscription walls | Not allowed | Yes |
| Telegram Mini App networks (e.g. AdsGram) | Own moderation; Russian and Ukrainian-language channels cannot be targeted | Russia, Ukraine and the CIS unavailable | Yes |
| Self-serve Telegram Ads (TON) | No VPN rule in the Ad Policies | — | No: “Links to external sites are not allowed” |
| Telegram Ads Euro account via Adsly | No VPN rule; the VPN niche is accepted | Available on Euro accounts | Yes: bot, site, landing or app store |

VPN ads on Google, YouTube and the app stores
Google’s policy on enabling dishonest behavior puts “VPNs marketed to circumvent geo-restrictions” on the same list as fake documents and drug-test aids, and it covers every Google Ads surface: Search, a YouTube pre-roll and an App campaign follow the same line. What remains is the security pitch, Wi-Fi protection, encryption, no tracking, which sells in Western Europe and the US. In Russia, Google said in March 2022 that “we’re pausing Google ads in Russia”.
The store is the gate before the ads. Apple’s guideline 5.4 requires the NEVPNManager API, an organization developer account, “a clear declaration of what user data will be collected and how it will be used” before purchase, a commitment not to sell or disclose data, and licence details for territories that require one; Apple Ads only promotes App Store apps. Google Play lets only apps “that use the VpnService and have VPN as their core functionality” build a device-level tunnel and asks for a declaration in Play Console. And the store can take the app away by country: on 30–31 March 2026 Apple removed Streisand, V2Box, v2RayTun, Happ and more than two dozen such apps from the Russian App Store, RBC reported.
Facebook, Instagram and TikTok
Meta’s Advertising Standards have no section that names VPNs: a VPN ad is judged by the general rules, from locally illegal content to cybersecurity. On 4 March 2022 Meta wrote that “ads targeting people in Russia will be paused”.
TikTok has the most detailed VPN policy of the big platforms. VPN content is not allowed in Albania, Brunei, El Salvador, Ethiopia, Honduras, Kyrgyzstan, Laos, Libya, Mali, Mauritius, Monaco, Myanmar, Nicaragua, Russia, Senegal, Tanzania and Uganda. In the 81 allowed markets, the US, the UK, Germany, Turkey, Ukraine, Kazakhstan, Brazil and India among them, “VPN services used for copyright infringement purposes, dishonest behavior or bypassing subscription walls are not allowed”. So “watch another country’s catalogue” is out everywhere.
VPN affiliate programs, influencers and push networks
Three more channels belong on the VPN marketing map, and each one is bought by its own logic rather than through an ad auction with a policy page.
- Affiliate programs. Most VPN brands pay partners per sale or share revenue. As an affiliate you buy traffic for someone else’s offer, and every platform judges your ad and your landing page, not the brand.
- Influencers and channel posts. Sponsored YouTube segments and paid posts in Telegram channels are bought deal by deal: per post, no auction, no targeting, no click data unless you track it yourself.
- Push, pop and native networks. Cheap mobile volume; each network sets its own rules for VPN offers, so read them before you deposit.
Affiliates on Telegram need rule 4.3 of the Ad Policies: destinations may not be “used only for redirecting to other landing pages”, and auto-redirecting sites are not allowed. Send the click to a real review page, not a bare affiliate link. A Euro account lets you do exactly that.
Why Telegram Ads is the strongest channel for VPN in 2026
The users are already there, and they already use a VPN. On 4 April 2026 Pavel Durov wrote that “65M Russians still use it daily via VPNs, with 50M+ sending messages every day” (t.me/durov/477). People who open Telegram through a VPN every day are the warmest audience a VPN brand can buy: they know the product, they install apps, and they switch the moment theirs stops working.
Advertisers noticed. Telemetr’s study of 1.7 million Russian-language channels, published 29 September 2026, found that the VPN share of new Telegram ads held at about 0.5% from July 2024 to February 2026 (0.40% that February), then rose to 1.06% in March, 2.17% in April, 2.32% in May, 2.55% in July and 2.17% in August. Of 400 companies promoting a VPN, 321 placed their first ad in February 2026 or later. In Yandex, the week of 16–22 March 2026 brought almost 3 million VPN queries, with interest back at the level of spring 2022 (Kommersant).
What Adsly adds to that demand:
- The policy fits. Telegram’s Ad Policies do not use the word VPN; what declines VPN ads is style, destination and claims, covered below.
- The Euro account goes where self-serve does not. Self-serve accounts link only to Telegram channels and bots. A Euro account through Adsly links to your bot, landing page or app store page, and Russia and Ukraine reach is available on Euro accounts.
- Ready in 48 hours. No KYC, any crypto, €650 to start with €500 on your ad balance, a direct line to Telegram moderation, and Pro Panel, the strongest panel for Telegram Ads, for bulk launches, Auto CPM and rules.
What VPN ads cost on Telegram: measured in Adsly Pro Panel
Pro Panel holds 551,169 campaigns on 442 accounts with 1.28 billion impressions. Campaigns with “VPN” in the title: 16,602 on 48 accounts, 9,852,475 impressions, a 2.68% CTR. Only 178 were declined, 1.1%, against 4.7% for all campaigns.
VPN on Euro and TON accounts
| Account type | Campaigns with spend | Accounts | Spent | Impressions | CPM | CTR | Cost per click | Cost per bot start or join | Clicks that became a start |
|---|---|---|---|---|---|---|---|---|---|
| Euro | 5,815 | 25 | €10,441 | 4,606,034 | €2.27 | 1.92% | €0.116 | €0.201 | 57.9% |
| Euro, all niches | — | — | — | — | €2.94 | 0.86% | €0.339 | €2.602 | — |
| TON | 733 | 15 | 193 TON | 347,467 | 0.56 TON | 1.25% | 0.045 TON | 0.225 TON | 19.8% |
Each row stays in its own currency; euros and TON are never added. On Euro accounts a VPN click costs about a third of the all-niche average, and a bot start about 13 times less than an average action. The largest account holds 17.4% of Euro VPN impressions, so this is a market price, not one advertiser’s. Every Euro VPN campaign with spend was created on or after 7 March 2026, the month Telemetr’s curve turned up.
Where the ad is shown (Euro accounts)
| Placement | Campaigns | Accounts | Impressions | CPM | CTR | Cost per click | Cost per bot start | Clicks that became a start |
|---|---|---|---|---|---|---|---|---|
| Users chosen by country and language | 1,718 | 17 | 3,123,546 | €1.27 | 1.06% | €0.120 | €0.214 | 56.1% |
| Inside Telegram bots | 3,327 | 17 | 1,317,849 | €4.35 | 3.78% | €0.114 | €0.198 | 57.6% |
| Chosen channels | 768 | 14 | 164,283 | €4.31 | 3.62% | €0.119 | €0.166 | 71.6% |
Audience targeting buys reach at the lowest CPM; bots and channels cost about €4.3 per thousand but are clicked three and a half times as often, so every placement lands at €0.11–0.12 a click. Channels turn the most clicks into bot starts: 71.6%.
Russia, and how fast the niche grew
Targeted at Russia alone, Euro VPN campaigns ran 1,703 times on 15 accounts: 3,120,153 impressions, €1.27 CPM, 1.06% CTR, €0.120 per click, €0.214 per bot start. All niches targeted at Russia on Euro accounts average €2.66 CPM, 0.64% CTR and €0.413 per click, so a VPN click there costs less than a third of it.
| Month created (2026) | Euro VPN campaigns | Accounts running VPN |
|---|---|---|
| March | 901 | 4 |
| April | 1,351 | 4 |
| May | 433 | 5 |
| June | 887 | 5 |
| July | 1,348 | 9 |
| August | 1,336 | 7 |
| September | 515 | 8 |
| October (1–18) | 892 | 7 |
Of 7,663 Euro VPN campaigns, 7,288 (95%) are written in Russian, and not one targeted Turkey: every other language is close to an empty field.
How we count: lifetime counters from campaign records, read on 18 October 2026; CTR and cost per click leave out campaigns with more clicks than impressions or a CTR above 25%; CPM uses all impressions; a “start” is a bot start or channel join reported by Telegram, not an install or a paid subscription.
Where to send the click: bot, website or app store
On Euro accounts 5,603 of 5,815 VPN campaigns with spend (96%) send the user to a Telegram bot, and 59.3% of their clicks start it. There is a policy reason: rule 4.2 of Telegram’s Ad Policies does not allow “websites unavailable from targeted locations”. If your site is blocked in the country you target, the ad fails on the destination alone. A bot opens wherever Telegram opens and can sell the plan and hand over the key in the same chat; if it sells through Telegram’s own payments, digital services are paid in Telegram Stars (Bot Payments API).
Where your site loads, in Europe, Latin America or the Gulf, a Euro account links to the landing page or the store directly. You choose per campaign: a bot for Russia, your App Store page for Germany, a Turkish landing page for Istanbul.
VPN ad copy that passes Telegram moderation
A Telegram ad is 160 characters and one button. VPN copy is declined 1.1% of the time in our base because the rules are clear. Here they are, applied to VPN.
| Don’t write | Rule it breaks |
|---|---|
| ”The fastest VPN in the world”, “Better than NordVPN” | 5.4: unsupported superlatives, comparison with another brand |
| ”In Russia? Telegram blocked again?“ | 5.4: location and personal questions; 5.5: sensitive topics |
| ”Hide from surveillance before it’s too late” | 5.4: implying negative outcomes |
| ”Watch the US catalogue of a streaming service” | 5.3: third-party rights and brand assets |
| Emoji chains, CAPS, line breaks, bullet lists | 2: editorial requirements |
| A link shortener, or a site blocked in the target country | 3 and 4.2: link format, destination availability |
| A price hidden until checkout | 5.7: purchase terms must be explicit |
Templates that keep the product in front (put in your real numbers):
- “Connect in one tap: servers in [N] countries, apps for iOS, Android and PC. [N] days free, then €[X] a month.”
- “Get your VPN key right here in Telegram: open the bot, choose a plan, connect on phone and laptop.”
- “One subscription for [N] devices, encrypted traffic on any Wi-Fi, cancel in the bot whenever you like.”
Keep the ad, channel and bot in one language (4.7), give the bot a photo and a full description (4.1), and make it answer /start on mobile and desktop (4.2).
VPN advertising in Turkey: high demand, an empty field
Turkey blocks at scale: the İFÖD EngelliWeb 2025 report counts 1,505,484 websites and domain names blocked from Türkiye by the end of 2025, under 1,284,464 decisions (İFÖD). In August 2024, after the Instagram block, 27 VPN apps were reportedly banned (TechRadar). On 7 September 2025 X, YouTube, Instagram, Facebook, TikTok and WhatsApp went dark on multiple networks, and Proton VPN signups rose more than 500% an hour that night (TechRadar). In April 2026, amid reports that Türkiye may allow only “authorised” VPNs, Proton saw signups from the country at double the normal rate (TechRadar, 20 April 2026).
Turkish demand comes in waves, and the official websites of 27 VPN providers, Proton VPN and Surfshark among them, are restricted in the country, so a bot or a landing page that loads in Turkey is the destination to build. TikTok allows VPN ads in Turkey with requirements; a Telegram Euro account shows Turkish copy in Turkish channels. In our base not one VPN campaign has targeted Turkey yet: the first brand with a Turkish-language funnel on Telegram has the field to itself. More in Telegram Ads in Turkey.
