Gambling Advertising in 2026: Where Casino and Betting Ads Are Allowed — Google, Meta, TikTok and Telegram
Casino and betting ads are allowed in 2026 only on each platform's terms. Google: in 60 listed countries, with a local licence and a Google certification per country, applied for on the online gambling form. Meta (Facebook, Instagram): only from ad accounts authorized in Meta Business Suite on licence evidence, never to under-18s and never in 19 markets, India, Indonesia, the Philippines, Thailand and Vietnam among them. TikTok: only in listed markets, through a sales representative; online casinos opened in 19 markets in 2026, and Brazil lost all online gambling ads in October 2026. Telegram: its public ad policy bans gambling ads. With Adsly, gambling runs on Telegram in two formats: an official gambling account from a €25,000 ad budget, which we open even without a licence, or a test launch on our infrastructure from a €5,000 ad budget.
A licensed casino ad that Google can serve in London is banned on TikTok in Rome, needs an authorized ad account on Facebook, and is prohibited outright by Telegram’s public ad policy. That is gambling advertising in 2026: not one rulebook but four, and three of them changed this year.
Below, the four side by side from their own policy pages, read on 14 October 2026: who needs a licence, where you apply, which countries are open, what changed in 2026 — and where casino and betting traffic runs when a platform says no.
- Google, Meta and TikTok sell gambling traffic to licensed operators — a licence for every market, each platform’s own approval, and no crypto payment option.
- Telegram’s published rules ban gambling ads. With Adsly, gambling runs on Telegram in two formats — an official gambling account from a €25,000 ad budget, which we open even without a licence, or a test launch on our infrastructure from a €5,000 ad budget. Any crypto, ready in 48 hours from payment.

Sources, all official and read on 14 October 2026: Google Ads gambling and games policy, Meta online gambling and games policy, TikTok gambling and games policy, Telegram Ad Policies. Payment pages: Google, Meta, TikTok, Telegram.
The unit of approval differs: Google approves you per country, Meta approves an ad account, TikTok goes through your sales representative. And crypto-native operators are on their own — Google’s page says “The payment options below are the only ones available at the moment”, and crypto is not among them; Meta and TikTok list cards, PayPal and bank methods, none of them crypto.
Google Ads gambling policy: certification, licence and the application form
Google’s baseline fits in one sentence. Gambling advertisers must “only target approved countries, have a landing page that displays information about responsible gambling and never target minors” (Google Ads gambling and games).
Google Ads gambling license: what each country asks for
Google’s list covers 60 markets, each with its own licence requirement; a country that is not on it is closed. Examples:
- United Kingdom: you must be “registered with the Gambling Commission and have a valid operating license number”.
- United States: a state licence, and you may “not target users under 21 or users outside of the state(s) where they are licensed”.
- France: an ANJ licence plus a .fr domain.
- Ireland: GRAI. UAE: GCGRA. Colombia: Coljuegos.
- Nigeria: four states. Türkiye: state-licensed operators.
- Brazil: lotteries, horse racing and daily fantasy sports only.
Google Ads gambling application and casino certification: one form per country
You apply through Google’s online gambling application form, one application per country. From 26 August 2026 the applications use revised forms (Google), and the landing page must “prominently display an age warning, addiction resources, terms and conditions and a footer containing the licensee name, license number”. Add responsible-gambling information, and host it on your own domain — free-hosting subdomains are ineligible.
Google Ads gambling certification for affiliates
Affiliates can be certified too, on two conditions. They must not offer gambling themselves, and the site footer must state that they “link exclusively to fully licensed and authorized gambling entities in the targeted geographic region”.
Social casino Google Ads certification
Social casino is a separate certification, with its own country groups — Group 1 covers 35 listed countries, Group 2 covers seven — and it needs its own Google Ads account. Aggregators are not allowed. Google is blunt about the account rule: “we will suspend your Google Ads accounts upon detection and without prior warning”. From September 2026, social casino applications are made inside the Google Ads account itself instead of on a separate form.
Google Ads gambling changes in 2026
- India. Google moved to “disallow all Rummy and Daily Fantasy Sports promotions targeting India”, effective 21 January 2026 (Google).
- Destination requirements. Revised forms and the stricter landing page from 26 August 2026.
- Brazil. “The promotion of fixed quota betting in Brazil will be disallowed”, from 30 September 2026 (Google). Brazil’s own betting law moved the same month — see our Brazil guide.
- Social casino applications move into the account from September 2026.
- Manager accounts. “Manager Accounts (MCCs) with repeated online gambling certificate revocations… will forfeit eligibility to apply for any new online gambling certificates” — in force from 23 March 2026 and extended on 14 September 2026 (Google). For an agency, one careless client can now cost every client in the account.
Where Google never shows gambling ads
Even with certification: never to minors or unlisted countries; never in Gmail, Shopping, reservation display, or Google TV and YouTube masthead ads; never for offline gambling where advertising it is illegal — Google’s examples include India, Turkey and the UAE.
Facebook ads for gambling: Meta’s gambling policy in 2026
Meta’s rule is one line: “Ads that promote online gambling and gaming are only allowed once an ad account has obtained authorization” (Meta online gambling and games). The page asks for licence evidence, and its latest dated change-log entry is from May 2026.
What counts as gambling on Facebook and Instagram is broad: “any product or service where anything of monetary value is included as part of a method of entry and prize.” That covers betting, lotteries, raffles, casino, fantasy sports, bingo, poker, sweepstakes — and affiliate landing pages.
How to get Meta gambling authorization
The route, from Meta’s Business Help Center:
- Open Meta Business Suite and go to Authorizations and Verifications, then Request authorization.
- Pick your role: Operator, Aggregator, Affiliate or Agent.
- Choose the territories and the gaming types you want to advertise.
- Enter the legal name exactly as it appears on the licence, your URLs and the ad accounts that will run the ads.
- Upload the licences.
Two details matter for planning. “Authorization is granted to specific ad account IDs” — a new ad account means a new authorization. And when an authorized account adds countries, “except for certain exempt jurisdictions (such as Brazil), authorized ad accounts will receive instant approval.”
Gambling ads on Facebook: where they never run
Authorized or not, “ads may not target to people under 18 years of age nor unsupported gambling markets”. The 19 unsupported markets are Azerbaijan, Bangladesh, Cambodia, Egypt, Hong Kong, India, Indonesia, Korea, Kyrgyzstan, Malaysia, Mongolia, Myanmar, Pakistan, the Philippines, Saudi Arabia, Singapore, Taiwan, Thailand and Vietnam.
Betting and casino ads on Facebook that need no authorization
Some gambling-adjacent ads run without authorization: land-based casinos, state lotteries, free-to-play games, and social casino aimed at people 18 and over outside the 19 unsupported markets.
iGaming Facebook ads for affiliates and partners
Affiliates are in scope, not exempt. A partner who publishes a partnership ad for an operator applies as an Affiliate, using the operator’s licence. “Partnership ads” is Meta’s official term for ads run through a creator’s account — there is no separate “whitelisted” track on Meta’s pages.
TikTok gambling ads in 2026: 19 casino markets, one contradiction, and Brazil
TikTok’s rule: “Gambling ads are only allowed in specified markets where gambling is legal and when all local certifications and requirements are met” (TikTok gambling and games policy, last updated October 2026). You also need TikTok’s certification under its Industry Pilot Program, and every gambling campaign goes through a TikTok sales representative.
The market map on the main policy page:
| Status on TikTok | Markets |
|---|---|
| Casinos and sports betting | UK, US, Canada, Germany, Spain, Netherlands, Sweden, Denmark, Ireland, Portugal, Romania, Austria, Switzerland, Norway, Israel, Argentina, Peru, Serbia |
| Sports betting only | France, Poland, Czechia, Greece, Hungary, Turkey, Finland and others |
| Not allowed | Brazil, Italy, Indonesia, Malaysia, Singapore, Thailand, Vietnam, UAE, Saudi Arabia, South Korea, Taiwan, Pakistan, Egypt, Belgium |
What changed on TikTok in 2026
- Online casinos opened in 19 markets — 18 in Europe plus Israel (TikTok July 2026 update, last updated August 2026).
- Kenya and Nigeria opened to online gambling, fantasy sports and rewarded gaming in July 2026.
- Guatemala opened to social casino in June 2026.
- Brazil closed completely in October 2026. TikTok will “prohibit ads for any and all forms of online gambling and gambling information services” there (TikTok October 2026 update).
The contradiction: eight EU markets
TikTok’s own pages disagree, and we say it plainly. The July 2026 update lists online casinos as open in 19 markets. The main gambling policy page — updated later, in October 2026 — still says “Online gambling is not allowed” for eight of those markets: Bulgaria, Croatia, Czechia, Greece, Hungary, Luxembourg, Slovakia and Slovenia, with sports betting only. Both are official TikTok pages, and they cannot both be right.
Until TikTok aligns them, treat casino ads in those eight markets as unconfirmed. Get a written answer from your TikTok sales representative before you put a casino budget there.
Telegram Ads and gambling: the policy, and how gambling runs with Adsly
Telegram’s public Ad Policies are the strictest of the four on paper: “Ads must not promote online or offline gambling, gaming, or casino-based activities involving real money, prizes, or goods of any value.” The examples include sports betting and lotteries, and the page shows no licensed exception. That is the published rule, quoted as it stands — the clause-by-clause reading is in our Telegram Ads gambling policy guide.
Gambling runs with us in two formats — an official gambling account with an ad budget from €25,000 (we open it even without a licence) or a test launch on our infrastructure with an ad budget from €5,000.
| Official gambling account | Test launch on our infrastructure | |
|---|---|---|
| Ad budget from | €25,000 | €5,000 |
| Licence | We open it even without a licence | Only your niche, no KYC |
| Ready | 48 hours from payment | 48 hours from payment |
| Pro Panel | Included | Included |
| Who it suits | An operator ready to scale on Telegram | A team that first wants to see Telegram traffic convert |
The ad budget is credited to your account and spent on impressions; our fee comes on top, and the order form shows the exact total before you pay. What each format lets you put in the creative is in the official gambling launch guide.
Every Adsly Euro account, gambling or not:
- Opens in 48 hours from payment. No KYC — only your niche. Any cryptocurrency — the one thing Google, Meta and TikTok don’t offer.
- World account: every country available in Telegram Ads, chosen per campaign. External links allowed in the ads.
- A direct line to Telegram moderation. On our Euro accounts, 95.6% of reviewed ads were approved (3 October 2026, all niches).
- Adsly Pro Panel included: bulk editing, automation rules and hourly analytics.
For price orientation, our October 2026 price report measured €2.05 per 1,000 impressions, a 0.91% CTR and €0.22 per click on Euro accounts in the 30 days to 13 October 2026. That is all niches together, not a gambling-only figure.
Whether your product may be advertised in a given country is a matter of that country’s law, and that stays your responsibility on every platform, Telegram included.

Gambling advertising agency: what an agency can legally do for you
Many offers behind “gambling advertising agency” or “casino advertising agency” are really about accounts: “agency accounts”, “whitelisted accounts”, accounts for rent. Here is what the platforms themselves define.
Google. A manager account (MCC) “is a Google Ads account that lets you view and manage multiple Google Ads accounts” (Google). Google “requires that you use a separate account for each end-advertiser that you manage” (third-party policy). Where certification sits at manager-account level, “only Google Ads policy-compliant Manager Accounts where all child accounts belong to the same parent company will be eligible” (Google). With the 2026 revocation rule, a gambling agency’s whole MCC rides on every client’s compliance.
Meta. An agency gets full or partial access to the client’s ad accounts through partner access, and “only the organization that owns the asset can share it with another business portfolio” (Meta). Meta can disable ad accounts “Created or repurposed to evade a previous account or entity removal” (Meta account integrity).
TikTok. A media agency partnership “officially recognizes an agency as the primary media buying and executing partner for a client’s ad accounts” (TikTok). TikTok’s account policy adds: “We do not allow advertisers to circumvent, evade, or interfere with our advertising systems and processes” (TikTok actor policy).
“Agency account rent” and “whitelisted accounts”. No official Google, Meta or TikTok page we opened defines or offers them. The official structures are the ones above: Google MCC and Partners, Meta partner access, TikTok Business Center agency partnerships.

Buy casino traffic and betting traffic: iGaming traffic sources by situation
“Buy casino traffic”, “buy betting traffic”, “iGaming traffic sources” — the honest answer depends on two things: your licences and your markets.
| Your situation | Where the traffic comes from | Why |
|---|---|---|
| Licensed in a Google-listed country; players search for casino or betting | Google Search | Captures people who typed the query; certification per country |
| Licensed; you need visual reach on Facebook and Instagram | Meta, once the ad accounts are authorized | Authorization is per ad account; new countries are instant except exempt ones |
| Licensed in a TikTok casino or betting market | TikTok, through a sales representative | Video reach in the listed markets |
| Your market is closed on Meta and TikTok | Telegram Ads with Adsly | Two gambling formats, from a €5,000 ad budget |
| No licence for the market, or you want a channel or bot audience you keep | Telegram Ads with Adsly | Official gambling account opened even without a licence, or a test launch |
| You pay in crypto | Telegram Ads with Adsly | Any cryptocurrency; the other three list no crypto option |
Ten markets closed on both Meta and TikTok in 2026. Meta’s list of unsupported gambling markets and TikTok’s “not allowed” list overlap on Egypt, Indonesia, Malaysia, Pakistan, Saudi Arabia, Singapore, South Korea, Taiwan, Thailand and Vietnam. Add Brazil (all online gambling ads closed on TikTok from October, fixed-quota betting dropped by Google on 30 September, no instant country approval on Meta) and India (Meta unsupported, rummy and fantasy sports barred on Google) — see our India guide. The platform is one gate; the law of the country is the other.

Frequently Asked Questions
Is gambling advertising allowed on Google Ads?
Yes, for certified advertisers only. Google allows gambling ads in 60 listed countries, each with its own licence requirement, after you are certified for that country. Ads must target approved countries only, show responsible-gambling information on the landing page and never target minors.
How to get Google Ads gambling certification?
Hold the local licence, then apply on Google’s online gambling application form, one per country. Since 26 August 2026 the landing page must prominently show an age warning, addiction resources, terms and conditions and a footer with the licensee name and licence number.
What is social casino Google Ads certification?
A separate certification for social casino games, with its own country groups — Group 1 covers 35 listed countries, Group 2 covers seven — and its own Google Ads account. Aggregators are not allowed. From September 2026 you apply inside the Google Ads account.
Can you run gambling ads on Facebook?
Yes, once your ad account is authorized in Meta Business Suite (Authorizations and Verifications) on your licences. Authorization covers specific ad account IDs; ads never target under-18s or the 19 unsupported markets, including India, Indonesia, the Philippines, Thailand and Vietnam.
What is the Facebook ads gambling policy for iGaming affiliates?
Affiliate landing pages fall under the gambling policy. An affiliate applies for authorization with the Affiliate role, and a partner who publishes partnership ads applies as an Affiliate using the operator’s licence.
Does TikTok allow casino and betting ads in 2026?
Only in listed markets, with TikTok’s certification and through a sales representative — casinos and betting in the UK, US, Canada, Germany, Spain and others. Online casinos opened in 19 markets in 2026, Brazil banned all online gambling ads in October, and for eight EU markets TikTok’s pages contradict each other.
Is gambling advertising allowed on Telegram?
Telegram’s public Ad Policies ban gambling ads and show no licensed exception. With Adsly, gambling runs in two formats: an official gambling account with an ad budget from €25,000, which we open even without a licence, or a test launch on our infrastructure with an ad budget from €5,000.
Do I need a licence to advertise a casino?
On Google, Meta and TikTok, yes — a licence for every market you target, plus each platform’s own approval. For Telegram Ads with Adsly, we open the official gambling account even without a licence. Whether your product may be advertised in a country is that country’s law, and that stays your responsibility.
Can a gambling advertising agency rent me an ad account?
No official Google, Meta or TikTok page defines “agency account rent” or “whitelisted accounts”. The official structures are Google manager accounts, Meta partner access and TikTok agency partnerships — and Meta disables accounts created or repurposed to evade a previous removal.
Can I pay for casino ads in crypto?
Not on Google, Meta or TikTok — none of their payment pages lists cryptocurrency. With Adsly you pay for a Telegram Ads Euro account in any cryptocurrency, and the account opens in 48 hours from payment.
