Telegram Ads in Singapore (2026): What Advertisers Run, Measured Cost in TON, Euro Account in 48 Hours — and Where the Legal Line Runs
Singapore is an English trading market on Telegram Ads and a hub for teams buying other countries. Campaigns that included Singapore in our panel — forex, gold and crypto signal channels, trading education, tools for Telegram marketers — drew 1.68M impressions from five advertisers at 0.65 TON per thousand and a 2.96% CTR (16 July – 13 October 2026). Singapore-only campaigns on our TON accounts cost 1.37 TON per thousand, 2.12% CTR, 0.064 TON a click (497k impressions, seven accounts, 22 August – 3 October). Meta, Google and TikTok take no gambling ads for Singapore. Locally, advertising unlawful gambling is an offence (Gambling Control Act 2022, s85, up to S$20,000), MAS expects crypto providers not to promote to the public, and overseas-only token firms need a licence since 30 June 2025. An Adsly Euro account opens in 48 hours: €500 ad budget + 30% commission.
On our TON accounts, campaigns targeted at Singapore alone cost 1.37 TON per thousand impressions and drew a 2.12% click-through rate between 22 August and 3 October 2026. That rests on 497,000 impressions across seven accounts. The rest of this guide covers which rules apply to an ad aimed at Singapore, and how to set a campaign up.
What advertisers run in Singapore right now
Singapore is an English-language trading market on Telegram Ads and a hub for teams that buy other markets. Between 16 July and 13 October 2026, campaigns in Adsly Pro Panel whose country list included Singapore drew 1.68M impressions from five advertisers at 0.65 TON per thousand impressions and a 2.96% CTR — forex, gold and crypto trading content first, tools for Telegram marketers second.
What runs, by format (Adsly Pro Panel, 16 July – 13 October 2026, our own accounts excluded; TON accounts — TON is Telegram’s own currency):
| Format | Ad language | What the ad offers | Panel numbers |
|---|---|---|---|
| Forex, gold and crypto trading channels: live sessions, signals, strategy tutorials, automated trading tools | English, a few gold creatives in Malay | ”join the live session”, free strategies and indicator breakdowns, a gold setup that played out | 4 advertisers, 1.12M impressions, 0.75 TON CPM, 2.78% CTR |
| Tools for Telegram marketers and channel owners | English | one search across hundreds of Telegram channels | 1 advertiser, 314k impressions, 0.30 TON CPM, 4.34% CTR |
| Crypto community and presale posts | English | ”check the platform yourself and join the community” | 1 advertiser, 22k impressions, 0.18 TON CPM, 5.97% CTR |
| All campaigns that included Singapore | — | — | 5 advertisers, 1.68M impressions, 0.65 TON CPM, 2.96% CTR, 0.022 TON per click |
| Singapore-only campaigns | — | — | 4 advertisers, 275k impressions, 1.89 TON CPM, 1.37% CTR, 0.138 TON per click |
Most of the volume above came from campaigns that target several countries at once, so 0.65 TON is a blended price. Singapore on its own costs 1.89 TON per thousand in this window — gold and trading channels in English and Malay bidding for the same city — and 1.37 TON in the earlier sample in the next section.
What changed in the last 90 days
- 16 July – 16 August: no campaign targeted Singapore by country in our panel; TON accounts got country targeting on 22 August 2026.
- 16 August – 16 September: 490k impressions at 0.23 TON per thousand and a 4.00% CTR, from four advertisers.
- 16 September – 13 October: 1.19M impressions at 0.82 TON per thousand and a 2.51% CTR, again from four advertisers. Volume more than doubled and the price per thousand more than tripled within a month.
Who buys from Singapore
Singapore-based teams mostly buy for other markets:
- A Chinese-speaking team asked for a crypto account for Colombia, and in October 2026 Chinese-speaking buyers asked for the official Telegram Ads gambling account for India.
- Forex and media teams asked for World accounts; another buyer wanted e-commerce aimed at Malaysia.
- Buyers abroad want Singapore too: a crypto team from Nigeria asked for a Singapore-targeted account.
Why this demand comes to Telegram
Meta lists Singapore among its unsupported gambling markets (Meta gambling policy), Singapore is not on Google’s list of countries for gambling ads (Google gambling policy), and TikTok marks Singapore “not allowed” for gambling (TikTok gambling policy). Trading channels hit a second wall: Google disapproves forex-signal ads (Google financial products policy) and bans crypto-signal ads everywhere (Google crypto policy). Telegram’s public ad policy bans gambling ads as well (§5.6), so with Adsly gambling runs in two formats — an official Telegram Ads gambling account from a €25,000 ad budget + 25% commission, opened even without a licence, or a full launch on our infrastructure, a €5,000 ad budget + 30% commission — both on the gambling Euro account page. Signal and education channels run on a regular Euro account.
«Telegram ads minimum budget» — what does it take to start from Singapore?
An Adsly Euro account is a €500 ad budget plus 30% commission for regular niches, crypto, stocks, forex, VPN and CPA; nutra, adult and binary options take €5,000 + 30% commission. Gambling is €5,000 + 30% commission for a full launch on our infrastructure, or from €25,000 + 25% commission for an official Telegram Ads gambling account. The account opens in 48 hours after payment, with no KYC and no documents, paid in any cryptocurrency. What the audience costs: 0.65 TON per thousand impressions in campaigns that included Singapore (16 July – 13 October 2026), 1.37 TON in Singapore-only campaigns from the earlier sample.
«Telegram ads agency account» — what does a Singapore agency get from Adsly?
A Euro account opened for you in 48 hours. It is a World account — any available country, chosen per campaign, which is how the Singapore teams above buy India, Colombia and Malaysia — and its ads may link to external websites as well as to channels, bots and Mini Apps. You get our direct line to Telegram moderation and Pro Panel free for the account’s lifetime. For hands-off work there is Managed Service for Telegram, and turnkey Meta, Google, TikTok and X campaigns from $10,000 a month of ad spend + 20%.
What we measured
Single-country campaigns on TON accounts we operate, all niches blended, 22 August–3 October 2026, prices in TON. Singapore next to other South-East and East Asian markets from the same table:
| Country | CPM, TON | CTR | Cost per click, TON | Impressions | Accounts |
|---|---|---|---|---|---|
| Thailand | 0.79 | 2.57% | 0.063 | 99k | 3 |
| Hong Kong | 0.87 | 2.98% | 0.029 | 108k | 5 |
| Philippines | 1.11 | 2.66% | 0.049 | 281k | 2 |
| Singapore | 1.37 | 2.12% | 0.064 | 497k | 7 |
| Indonesia | 1.82 | 4.90% | 0.038 | 2.8M | 6 |
| Malaysia | 1.87 | 1.44% | 0.124 | 1.7M | 8 |
| Vietnam | 4.09 | 8.33% | 0.073 | 1.0M | 3 |
Two things this table does not say.
It is not a euro price. Our Euro accounts have not run Singapore-only campaigns, so there is no euro CPM to quote, and we do not convert TON into euros.
It is not an audience size. We have found no figure for Telegram users in Singapore that we could verify, so this guide has none. What we can show is delivery: ads targeted at Singapore were served and clicked.
Writing for a Singapore audience
Singapore has four official languages — Malay, Mandarin, Tamil and English (Constitution, Article 153A) — so decide the language before you write. Telegram’s rule on it is strict: “The language of the targeted channel should match the language of the ad and of the destination” (ad guidelines, section 4.7). An English ad belongs in English-language channels with an English destination; a Chinese ad, in Chinese-language channels. Country and language are separate fields in the targeting form — 229 countries, 71 languages — so a Singapore campaign can be narrowed by language as well.
Where the legal line runs
An ad account does not change which products may be marketed to people in Singapore. Opening one approves no ad, and we do not check licences: holding the right licence and complying with Singapore law is the advertiser’s responsibility. Three sets of rules matter most.
Telegram’s own guidelines. Section 5.6 of the Telegram Ad Platform guidelines reads: “Ads must not promote online or offline gambling, gaming, or casino-based activities involving real money, prizes, or goods of any value” — with sports betting, lotteries, bingo, fantasy sports and betting tips among the examples. That applies in every country, Singapore included.
Gambling law. Section 85 of the Gambling Control Act 2022 makes it an offence to advertise unlawful gambling, with a fine of up to S$20,000 and strict liability. “Advertising” is drawn widely: informing the public of an online location where unlawful gambling is offered, inviting people to take part, or publishing a gambling advertisement on an online platform. Section 17 extends the Act to gambling that people in Singapore can take part in even when it is run from abroad — and to gambling run in or from Singapore for people outside it. The Ministry of Home Affairs repeated in May 2026 that Singapore Pools is the only entity licensed to offer sports betting and that police block websites and advertisements offering illegal gambling. Singapore is not a market for casino or sportsbook ads, and a Singapore office running gambling for other countries is a question for Singapore counsel, not for an ad account.
Crypto. The Monetary Authority of Singapore’s Guidelines on Provision of Digital Payment Token Services to the Public (PS-G02), issued in January 2022 and still listed by MAS, say crypto service providers “should not promote their DPT services to the general public in Singapore”: no advertising in public areas or through media aimed at the public, including third-party websites and social media platforms, and no influencers or other third parties promoting on their behalf. They may promote only on their own website, mobile apps and official social media accounts. A Telegram ad aimed at Singapore is third-party media. Separately, since 30 June 2025 a Singapore-based firm offering digital token services only to customers outside Singapore needs a licence under the Financial Services and Markets Act, and MAS has said it “will generally not issue a licence” (MAS, 6 June 2025). Check your position with Singapore counsel before you advertise a crypto service either to Singapore or from it.
Gambling with us. Because Telegram’s guidelines prohibit gambling ads, gambling runs with us only in two formats: an official gambling account, with an ad budget from €25,000 + 25% commission, or a full launch on our infrastructure, with an ad budget from €5,000 + 30% commission. Neither is aimed at Singapore. The details, and what each format allows, are in the gambling policy guide.
Setting it up with our accounts
- Pick a Euro account. It takes a channel, bot or Mini App as well as an ad that links to an external website, it reaches Russia and Ukraine, and a declined ad is escalated to a person through Adsly’s direct line to Telegram moderation. Our Singapore measurement comes from TON accounts, which use the same targeting form but link to Telegram destinations only.
- Decide the coverage. A Euro account opens as a World account: it can advertise in every available country of the Telegram Ads targeting directory except Russia and Ukraine, Singapore included, and you choose the countries for each campaign.
- Budget and timing. The minimum ad budget is €500 as standard, crypto, stocks and investing included, and €5,000 + 30% commission for nutra, dating & adult and binary options. An account opens in 48 hours; once it is open, the team agrees the launch plan with you. Payment is in any cryptocurrency, with no KYC.
- Use both entrances. You get access to the account itself on ads.telegram.org and to Pro Panel at app.adsly.pro, which is included with the account.
- Expect a fast verdict. Over 98% of the 13,199 campaigns we timed in September 2026 had a moderation decision within three hours. Across all niches, 95.6% of reviewed ads end up approved on Euro accounts and 86.8% on TON.
- Test before you scale. Your own first week is better evidence than our row. Run one creative per language and read the hourly statistics in Pro Panel.

On our TON accounts, 1.37 TON per thousand impressions, with a 2.12% CTR and 0.064 TON per click, measured on 497k impressions across seven accounts between 22 August and 3 October 2026. We have no Euro-account measurement for Singapore.
How many Telegram users are there in Singapore?
We do not know, and we have found no figure we could verify, so we quote none. What we can show is that ads targeted at Singapore deliver: 497k impressions on seven of our TON accounts.
Can I advertise betting or casino offers to Singapore?
Not lawfully, unless the gambling is licensed in Singapore. Advertising unlawful gambling is an offence under section 85 of the Gambling Control Act 2022, and the Act reaches operators abroad who take bets from people in Singapore. Telegram’s ad guidelines also prohibit gambling ads.
Can I advertise a crypto exchange to Singapore?
MAS expects crypto service providers not to promote their services to the general public in Singapore, including through social media and third-party websites; they may use their own website, apps and official social accounts. Check with Singapore counsel before you launch — compliance is the advertiser’s responsibility.
Can a company based in Singapore open an account for another country?
Yes. A Euro account opens as a World account: its campaigns can target any available country in the Telegram Ads targeting directory except Russia and Ukraine, which open as separate accounts at the same price. Where the buyer sits does not change targeting — but Singapore’s rules still apply to what is run from Singapore, as the Gambling Control Act and the June 2025 digital token regime show.
