Telegram Ads in Peru — SBS BaaS Rules, Crypto Under the UIF, Measured CPM (2026)

TL;DR

Peru is open for Telegram Ads: it is one of the 229 country options in the ad form, on Euro and TON accounts alike.

  • Measured CPM: 0.45 TON per thousand impressions on our TON accounts, 22 Aug–3 Oct 2026 (362k impressions, two accounts). No Euro-account measurement for Peru yet.
  • 28.4 million internet users, 82.0% of the population, median age 30.2 (DataReportal, October 2025). No reliable public count of Telegram users in Peru exists.
  • Remittances: $5,368 million received in 2025, 11.7% more than in 2024 (BCRP).

The law that matters for ads:

  • SBS (Superintendencia de Banca, Seguros y AFP) — Banking as a Service. The BaaS regulation was approved by Resolution SBS No. 01747-2026, published on 3 July 2026, and takes effect 180 days after publication. A fintech that offers financial services through a supervised entity must name that entity in all its advertising.
  • Crypto — anti-money-laundering supervision, not a licence. Virtual asset service providers domiciled or constituted in Peru answer to the UIF-Perú under Resolution SBS No. 02648-2024.
  • MINCETUR — online betting. Law 31557 regulates online games and sports betting and prohibits advertising platforms that MINCETUR has not authorised.

Offers with no licence question — SaaS, e-commerce, consumer goods and services, B2B, education — target Peru like any other country. Complying with Peruvian law is the advertiser’s responsibility; this guide maps the rules and links the sources, and it is not legal advice.

Who you reach in Peru

Telegram does not publish user numbers by country, and we could not trace the figures that circulate for Peru to a primary source, so we quote none. What can be sourced:

  • A young online population. 28.4 million internet users in October 2025, 82.0% of the population, with a median age of 30.2 (DataReportal, Digital 2026: Peru). Those are internet users, not Telegram users.
  • Android. Android carried about 86% of mobile web traffic in Peru in September 2026 and iOS 14% (StatCounter). That is web traffic, not Telegram’s own split; the ad form lets you target each separately.
  • Remittances. Peruvians abroad sent home $5,368 million in 2025, 11.7% more than a year earlier, with the United States as the main origin, according to the central bank (BCRP) (Forbes Perú, February 2026).
  • Crypto. Chainalysis puts Peru at $28.0 billion in crypto value received (Chainalysis, October 2025).
  • Spanish only. Telegram’s ad guidelines say the language of the targeted channel should match the language of the ad and of the destination (§4.7).

How these groups split inside Telegram’s Peruvian audience — by city, age or interest — is not something we have measured.

What a thousand impressions costs — measured

Our own accounts, campaigns targeted at Peru only, all niches blended, as of 3 October 2026. Euro accounts are billed in euros and TON accounts in TON; the two are never converted into each other.

We have no Euro-account measurement for Peru yet, so there is no euro price to quote.

Two accounts only, so read it as a direction.

We do not publish a per-niche split: the base is too thin to separate one niche from another honestly. Country-by-country tables for both account types are in the CPM by country guide.

The SBS and UIF rules in 30 seconds

Banking as a Service. On 3 July 2026 the SBS published its Reglamento para la prestación de servicios bajo el modelo de Banking as a Service, approved by Resolution SBS No. 01747-2026 (El Peruano). The points that reach an ad:

  • What BaaS is. A supervised entity lets third parties offer financial services on its regulated infrastructure. The third party — the “receptor” — may be a company the SBS does not supervise.
  • Who is responsible. The supervised entity that acts as provider stays responsible to the clients and to the SBS (El Peruano, July 2026).
  • What the fintech must say. The receptor has to include in every commercial communication and advertisement the identity of the BaaS provider responsible for the financial service, and tell clients about it before they contract.
  • What it must not suggest. The regulation guards against receptors using names, expressions or formats that make the public believe they carry out operations reserved to authorised entities or that they are supervised.
  • When. The resolution enters into force 180 days after publication, which falls at the end of December 2026. There is no “BaaS licence” for a fintech to advertise: the licence belongs to the provider.

Crypto. Peru has no licence for crypto exchanges. What it has is anti-money-laundering supervision: Resolution SBS No. 02648-2024, published on 1 August 2024, applies to virtual asset service providers (PSAV) domiciled or constituted in Peru. They must run a prevention system, appoint a compliance officer and report suspicious operations to the UIF-Perú; the implementation deadline was 29 November 2024, and the chapter on transfers of virtual assets took effect two years after publication (CMS, August 2024).

What that means for an ad:

  1. A fintech on a partner bank’s infrastructure names the bank in the ad. “Supervisada por la SBS” describes the bank, not the fintech.
  2. A crypto platform has no Peruvian authorisation to cite. Being an obliged subject before the UIF-Perú is a duty, not a licence, and should not be advertised as one.
  3. Crypto education sells no financial service. Keep a short risk line and no promise of profit.

Ad copy that fits the rules

Telegram allows 160 characters per ad text, so the risk line has to be short. The examples are in Peruvian Spanish, as they would run:

Fintech on a supervised partner’s infrastructure:

What does not belong in an ad:

  • “Rentabilidad garantizada”. Telegram’s guidelines prohibit offers of investment with guaranteed return (§5.7).
  • “Fintech con licencia BaaS” or “autorizada por la SBS” for a company that is only a receptor.
  • A crypto “licence” in Peru.

  4. Targeting. Country: Peru. Language: Spanish. Then topics — “Economy & Finance”, “Business & Entrepreneurship” and “Cryptocurrencies” are exact names from the form — or the channels your customers already follow. The form also has a Locations field that searches locations inside the selected country; which ones it offers for Peru is visible in the account, and we have not measured city-level campaigns.
  5. Creative. Write the Spanish for Peru: Peruvian vocabulary, amounts in soles, local references. We have not measured how much that changes click-through against neutral Latin American Spanish, so treat it as a test.
  6. Frequency. Views per User: start at 1–2 (the form allows 1 to 4).
  7. Timing and moderation. We have no hour-of-day data for Peru, so we publish no “best hours”; read the hourly analytics of your own campaigns. Over 98% of the 13,199 campaigns we measured in September 2026 had a moderation decision within three hours. Across all niches, 95.6% of reviewed ads on our Euro accounts and 86.8% on TON accounts end up approved. Opening an account does not approve any ad.

Who is responsible for what

Adsly opens the account and gives you the tools. What may be advertised to people in Peru is decided by Peruvian law and by Telegram’s moderation, and that responsibility stays with the advertiser:

  • Gambling and betting. Telegram’s ad guidelines prohibit gambling ads: §5.6 says ads must not promote “online or offline gambling, gaming, or casino-based activities involving real money, prizes, or goods of any value” (guidelines). With us gambling runs in two formats only — an official gambling account, ad budget from €25,000, or a test launch on our infrastructure, ad budget from €5,000 — described in the gambling policy guide. Neither changes Peruvian law: under Law 31557 MINCETUR regulates, authorises and sanctions online games and sports betting (article 5), and advertising a platform that it has not authorised is prohibited (article 30, El Peruano).
  • Finance and crypto. Whether your product needs the SBS, a supervised partner or anti-money-laundering registration is yours to settle before launch, with a Peruvian lawyer if the offer is anywhere near the line. The licence and compliance with Peruvian law are the advertiser’s responsibility; an open account says nothing about them.
  • Pharma and CBD. We do not take them, in any country.
  • Everything else — SaaS, B2B, e-commerce, education, consumer offers — runs with Peru as the target and no licence layer.

FAQ

Is Telegram Ads available in Peru in 2026?

Yes. Peru is a country option on Euro and TON accounts, and our TON accounts served 362k Peru-targeted impressions between 22 August and 3 October 2026.

What is the SBS BaaS regulation about?

It is Peru’s framework for Banking as a Service: a supervised entity lets third parties offer financial services on its infrastructure. Resolution SBS No. 01747-2026 was published on 3 July 2026 and takes effect 180 days later. The supervised entity stays responsible to clients, and the fintech must name it in all advertising.

We found no Peruvian rule that licenses crypto exchanges, and none that an ad could cite as an authorisation. Providers domiciled or constituted in Peru are under anti-money-laundering supervision by the UIF-Perú since Resolution SBS No. 02648-2024. For anything beyond that, ask a Peruvian lawyer.

Should the Spanish be Peruvian?

Write for Peru: Peruvian vocabulary, amounts in soles, local references. We have not measured the CTR difference against neutral Spanish, so test both.

Can I run gambling on Telegram Ads in Peru?

Telegram’s guidelines (§5.6) prohibit gambling ads. With us gambling runs only as an official gambling account (ad budget from €25,000) or as a test launch on our infrastructure (ad budget from €5,000) — see the gambling policy guide. Peruvian law is a separate question: Law 31557 prohibits advertising a platform that MINCETUR has not authorised.

What about remittance ads?

Remittance is a standard niche for us: the account starts at €500 of ad budget. The market is real — $5,368 million in 2025 — but we have no measurement of how remittance ads perform on Telegram in Peru, so we make no performance promise.

Can I target Lima specifically?

The ad form has a Locations field that searches locations inside the selected country. Which locations it offers for Peru is visible in your account; we have not measured city-level campaigns, so we promise nothing about a Lima-only campaign. Targeting the channels a Lima audience reads is the other route.
