Telegram Ads Benchmarks 2026: Measured CTR, CPM and Cost per Subscriber

A good Telegram Ads CTR depends on the account type more than on any single platform average. Across our own campaigns with at least 10,000 impressions, median CTR was 0.58% on Euro, 1.00% on TON and 2.03% on Stars; a top-quarter campaign cleared 0.95%, 1.96% and 3.88%. CPM is set mostly by country: our Euro campaigns paid €0.25 per thousand in India, €2.22 in Brazil and €2.68 in Russia. On Euro accounts a channel subscriber cost €3.26 across 115 million impressions, and a bot start €0.49; about one click in nine became a subscriber. Telegram itself publishes no benchmarks, only a 0.1 minimum CPM on TON.

Where these numbers come from

Telegram does not publish benchmarks. Its ad pages give a minimum CPM for TON accounts — 0.1 — and nothing about what campaigns actually pay or how often people click. Every “average Telegram Ads CTR” you have seen comes from someone’s own accounts, or from nowhere.

These come from ours: more than 500,000 campaigns across the Euro, TON and Stars accounts we operate. Three rules hold throughout.

  • Volumes are printed next to every figure. A number on 115 million impressions and a number on 200,000 are not the same kind of claim.
  • Click artifacts are removed from CTR. Some campaigns report more clicks than views, or CTR above 25%, which does not happen on Telegram; they stay in CPM and leave CTR and per-click figures.
  • Each figure stays in its account’s currency. Euro in EUR, TON in TON, Stars in Stars. Converting them at one exchange rate would invent a precision we do not have.

What is a good CTR

The useful question is not the platform average but where your campaign sits among campaigns like it. Here is the spread of CTR across our campaigns with at least 10,000 impressions, measured 2026-10-03.

So a 1.0% CTR is a top-quarter campaign on Euro and an ordinary one on TON. Compare yourself with your own account type.

Euro sits lowest for a reason that has nothing to do with the account: most of its volume is Russia, and Russian inventory runs at 0.65% CTR in our data, against 1.12% in India on the same account type. Stars sits highest because Stars ads are bought by channel owners promoting their own channel to readers already close to it.

CPM: the country decides

No creative change moves CPM as much as the country does. Our Euro accounts, all niches blended, in EUR, measured 2026-10-03:

Within Euro accounts alone, a click cost €0.022 in India and €0.415 in Russia — nineteen times more.

Western Europe and North America have no Euro-account traffic of ours yet. What we measured there ran on TON accounts, which target by country since 22 August 2026, so it is priced in TON:

Pooled, our TON accounts measured 0.31 TON CPM and 3.42% CTR across 31 European countries and 17.3M impressions, and 0.39 TON in North America. Do not convert the TON table at one exchange rate and set it against the euro one: that turns two measurements into an estimate. The full table by country has every country we have measured.

Cost per subscriber and per bot start

Telegram Ads counts one action per campaign type: a channel join for channel campaigns, a bot start for bot campaigns. That makes cost per subscriber measurable — something no other benchmark here can say about deposits or sales, which happen after the click and outside Telegram’s statistics.

The Euro subscriber figure is a total across campaigns; the median single campaign paid €4.82, because a few large cheap campaigns pull the total down. Bot starts are far cheaper than joins because starting a bot is one tap from the ad, while joining a channel is a decision about the next six months of a feed.

What happens after the join or the start — a deposit, a purchase, a sign-up — is your funnel, and no Telegram Ads number measures it.

By niche

Self-service Euro accounts only, measured 2026-10-03. The base is thin, so read the volumes before the rates.

The gambling row is the thinnest and its CTR is unusually high: read it as a handful of advertisers’ funnels, not a niche average.

Moderation

A campaign that is not approved has no CTR at all. Counting campaigns that received a verdict — launched or declined — our accounts approved 99.9% on Stars, 95.6% on Euro and 86.8% on TON. Review takes about as long on Euro as elsewhere: across 13,199 campaigns in September 2026, 84.6% of Euro campaigns got a decision within an hour and 98.5% within three hours, against 86.5% and 99.9% on TON and 85.6% and 100% on Stars. Euro is not stricter either, and a declined Euro ad can be escalated to a person through Adsly.

What actually moves these numbers

Country, first. Within Euro accounts alone, a click cost nineteen times more in Russia than in India. Pick the market before you tune anything else.

Account type. TON and Stars campaigns click more often than Euro ones in our data, but Euro reaches the countries TON does not serve, takes website links and lets a declined ad be escalated to a person through Adsly. The Stars vs TON vs Euro comparison sets them side by side.

Destination. One tap into a Mini App or a bot is cheaper than a decision to join a channel. On our Euro accounts, Mini App campaigns paid €0.038 per click; the Mini App guide has the table.

Volume of tests. More approved campaigns running at once is where improvement comes from. It depends on the account type. On our campaigns with 10,000+ impressions, median CTR was 0.58% on Euro, 1.00% on TON and 2.03% on Stars; top-quarter campaigns cleared 0.95%, 1.96% and 3.88%.

What is the average CPM for Telegram Ads?

There is no meaningful single average, because country decides it. Our Euro campaigns paid €0.25 in India, €2.22 in Brazil and €2.68 in Russia; on TON accounts, Germany and Britain ran at 0.27 TON and the United States at 0.39 TON. The only official figure is TON’s minimum CPM of 0.1.

How much does a Telegram channel subscriber cost through Telegram Ads?

On our Euro accounts, €3.26 per subscriber across 115 million impressions, with a median campaign at €4.82; 11.5% of clicks became subscribers. On TON, 0.43 TON per subscriber.

How much does a bot start cost?

€0.49 per start on our Euro accounts, where about a third of clicks started the bot; 0.12 TON on TON.

Does Telegram publish official Telegram Ads benchmarks?

No. Telegram’s ad pages state a minimum CPM for TON accounts and the review process, but no averages for CTR, CPM or cost per action. Published benchmarks come from advertisers’ or agencies’ own accounts.
