Telegram Ads has three cabinet types — three ways to pay for the same sponsored messages. Since 22 August 2026 TON, Euro and Stars all target by country, language, topic and device on one form, so targeting no longer decides the choice. Euro, billed in euro and opened through a partner, is the only one that links to an external website, has a custom button and in-stream video, lets a declined ad be escalated to a human, and is served in Russia, Ukraine, Israel and Palestine. TON, funded in Gram (formerly Toncoin), links to Telegram destinations only. Stars works only for owners spending Stars their channel earned. On our accounts approval is 95.6% on Euro, 86.8% on TON and 99.9% on Stars; average CPM is €2.97, 0.90 TON and 395 Stars.

Telegram Ads has three cabinet types — TON, Euro and Stars. They are three ways to pay for the same sponsored messages, and since 22 August 2026 they share one targeting form. What still separates them is who can open one, where the ad may lead, where it is served, what happens to a declined ad and what each costs. This guide compares them on figures measured on the accounts we operate.

Currency and Payments

TON: Funded in TON’s own currency — Toncoin until June 2026, when Pavel Durov announced that it is becoming Gram; TON stays the name of the blockchain. Self-serve, you fund the account yourself on ads.telegram.org and pay no intermediary fee. A TON cabinet opened through ADSLY.pro on our EU entity carries a 25% commission for regular niches, and you pay in any cryptocurrency — we convert. The balance is held in TON, so its euro value moves with the TON price.

Euro: Billed in euro. It is not self-serve: Telegram opens Euro accounts only through partners. With ADSLY.pro you top up in any cryptocurrency. Commission is 30% in every niche and country. The balance is in euro, so the ad budget carries no exchange-rate risk.

Stars: Not a general way to buy ads. Telegram’s terms let owners spend Stars their channel earned on ads for that same channel, at $0.02 of advertising credit per Star. If your channel earns no Stars, there is no Stars cabinet for you. ADSLY does not open Stars cabinets; one you already have connects to the Pro Panel.

Best for: TON for advertisers who fund in crypto and send traffic to Telegram destinations. Euro for a stable euro budget and website campaigns. Stars for owners who already earn Stars.

Targeting Capabilities

TON: Since 22 August 2026 a TON cabinet uses the same targeting form as Euro: users by country (229 options), language (71), topic (41) and device, or specific channels, bots and search. The old description — channels and bots only, no geo — is out of date. Two limits remain: TON-funded ads are not served in Russia, Ukraine, Israel or Palestine, and the ad must lead to a Telegram destination.

Euro: The same targeting form, plus what only Euro has: ads that link to an external website, a custom button and the in-stream video format. Euro is served in Russia, Ukraine, Israel and Palestine. Through ADSLY every new Euro cabinet is a World cabinet: it can advertise in every available country, and you choose the countries for each campaign inside it.

Stars: The same form since 22 August 2026 — we checked it live on all three cabinet types. The ad promotes the channel or bot that earned the Stars. We have no data on where Stars ads are and are not delivered.

Best for: Targeting no longer decides the choice. Pick Euro for a website destination or for those four countries, TON for Telegram destinations everywhere else, and Stars only to promote the channel that earned them.

Moderation and Approval

TON: A declined TON ad cannot be escalated through ADSLY. On accounts we operate, 86.8% of reviewed TON ads end up approved (all niches, 3 October 2026), the lowest of the three.

Euro: 95.6% of reviewed Euro ads end up approved, and a borderline decline can be escalated to a human through ADSLY.

Stars: 99.9% approved — on a small base of accounts, and from owners promoting a channel that already lives on Telegram.

Review time is the same on all three: of 13,199 campaigns we timed in September 2026, over 98% had a decision within three hours. We publish no approval rate by niche.

Best for: Euro when your niche gets declined and you need someone to take the case further. Do not switch cabinet types just to chase an approval rate: an ad that breaks a rule breaks it everywhere. The rules themselves are in why Telegram ads get declined.

Niches and Content Types

TON: Through ADSLY, the niches we open on Euro are available on TON with the same minimum ad budgets. Nutra, dating & adult and binary options cost the same as on Euro — €5,000 + 30%, with our preparation of the texts and the entry for moderation (our infrastructure) and a manager who launches your campaigns to Active — and gambling has the same two launch formats. The ad has to lead to a Telegram destination, and a declined ad cannot be escalated.

Euro: High-risk niches are available with moderation help: crypto, forex, betting and adult are all possible with proper creative preparation, and a borderline decline can be escalated. Gambling opens in two formats — a test launch on our infrastructure with an ad budget from €5,000, or an official gambling cabinet with an ad budget from €25,000.

Stars: Only the channel or bot that earned the Stars can be promoted, so the niche is whatever that channel already is.

We do not take pharma or CBD on any cabinet type.

Best for: Euro for high-risk niches that need escalation or a website destination. TON for the same niches when the destination is inside Telegram and the audience is outside Russia, Ukraine, Israel and Palestine.

Pricing and Minimum Budget

TON: Through ADSLY, minimum first deposit from €500 (€1,000 for crypto and stocks/investing; €5,000 for gambling, nutra, dating & adult and binary options) and 25% commission for regular niches. Telegram’s getting-started page sets the minimum CPM at 0.1. Our TON campaigns averaged 0.90 TON per thousand impressions at 2.18% CTR.

Euro: Minimum deposit from €500 (€1,000 for crypto and stocks/investing; €5,000 for gambling, nutra, dating & adult and binary options). 30% commission in every niche and country. Our Euro campaigns averaged €2.97 per thousand impressions at 0.85% CTR — a figure that is mostly Russia, our largest Euro market and one TON cannot serve.

Stars: No deposit: you spend Stars your channel already earned. Our Stars campaigns averaged 395 Stars per thousand impressions at 3.08% CTR, on 13 accounts.

The three CPMs are in three currencies and cannot be ranked against each other. The country moves the price more than the cabinet type: on Euro accounts, €0.25 in India and €2.68 in Russia; on TON accounts, 0.27 TON in Germany and Britain and 0.39 TON in the USA. TON: Text ads with image or video creative and a link to a Telegram destination — a channel, a bot or a Mini App. No external links, no custom button, no in-stream video.

Euro: Text ads with image/video creative, plus the in-stream video format (ads inside video content), a custom button and links to an external website.

Stars: A sponsored message for the channel or bot that earned the Stars. We have not verified in-stream video on Stars.

Best for: Euro for in-stream video, a custom button and website traffic. TON for channel, bot and Mini App promotion with text or image/video creative.

When to Choose Each Cabinet Type

Choose TON if:

  • Your ad leads to a Telegram channel, bot or Mini App
  • Your audience is outside Russia, Ukraine, Israel and Palestine
  • You want to target many countries from a single cabinet
  • You are comfortable with cryptocurrency and can tolerate TON price volatility
  • You want a 25% commission on regular niches rather than 30%
  • You do not need a custom button or in-stream video
  • You can work without human escalation of a declined ad

Choose Euro if:

  • Your audience is in Russia, Ukraine, Israel or Palestine
  • Your ad links to an external website
  • You want in-stream video or a custom button
  • Your niche gets declined often and you need human escalation

  • You need a World cabinet — every available country, Russia included, from a single cabinet

Choose Stars if:

  • Your channel or bot already earns Stars

The Multi-Cabinet Strategy

Many advertisers run more than one cabinet type, because each covers what the other cannot.

Recommended approach: Use a Euro cabinet for Russia, Ukraine, Israel and Palestine and for campaigns that lead to a website. Use a TON cabinet for channel, bot and Mini App campaigns in the rest of the world. Use a Stars cabinet if your channel earns Stars and you want to promote it.
