Telegram Ads in Vietnam (Quảng Cáo Telegram) 2026 — What Advertisers Run, Measured CPM and CTR, Euro Account in 48 Hours, Crypto Pilot Rules and the Telegram Block
Vietnam has the highest click-through rate in our Southeast Asian panel. Campaigns that included Vietnam drew 1.66M impressions from four advertisers at 3.07 TON per thousand and an 8.07% CTR (16 July – 13 October 2026); Vietnam-only campaigns, 1.41M impressions at 3.58 TON and 8.13%. Most of it is gold/XAUUSD trading education in Vietnamese — 3.55 TON per thousand, 8.87% CTR — next to football news channels and crypto bonuses in dong. Vietnamese search «chạy quảng cáo telegram ads» and «mua tài khoản quảng cáo telegram». Meta and TikTok take no gambling ads for Vietnam, and Google bans crypto-signal ads everywhere. An Adsly Euro account opens in 48 hours with no KYC: €500 ad budget + 30% commission, crypto, forex and GameFi included. TON is Telegram's own currency.
TL;DR
Vietnam has a new crypto framework with no licensed exchange yet, a government order to block Telegram, and the highest TON price we have measured:
- The law: the Law on Digital Technology Industry, in force since 1 January 2026, recognises digital assets as property (Conventus Law, April 2026).
- The pilot: Resolution 05/2025/NQ-CP of 9 September 2025 opened a five-year pilot market: licensed providers, at least VND 10 trillion of charter capital, everything in Vietnamese dong (Vietnam Law & Legal Forum, 2025).
- No licence yet: “Vietnam has yet to license a crypto asset exchange”; five companies had passed the first assessment (Vietnam Law & Legal Forum, 30 August 2026).
- Telegram itself: in May 2025 the Ministry of Science and Technology ordered telecom providers to block Telegram (Al Jazeera, May 2025).
- Measured CPM: 4.09 TON per thousand impressions on our TON accounts, 22 Aug–3 Oct 2026 (1.0M impressions, three accounts) — the most expensive row in our TON table. No Euro-account measurement for Vietnam yet.
What runs: GameFi with variable rewards, fintech, e-commerce, SaaS, mainstream consumer offers.
What needs caution: any claim to hold a Vietnamese crypto licence (none had been issued as of 30 August 2026), token offers, offshore forex.
What advertisers run in Vietnam right now
Vietnam is the most clicked market in our Southeast Asian panel. Between 16 July and 13 October 2026, campaigns in Adsly Pro Panel whose country list included Vietnam drew 1.66M impressions from four advertisers at 3.07 TON per thousand impressions and an 8.07% CTR; most of it was gold/XAUUSD trading education written in Vietnamese.

Gold education carries the price; football news buys the same Vietnamese audience at a third of it. Targeting mostly sets Vietnamese as the language, sometimes together with English.
What changed in the last 90 days
- Until 22 August 2026 no campaign in our panel targeted Vietnam by country; that day TON accounts got country targeting.
- 16 August – 16 September: 290k impressions from two advertisers at 0.48 TON per thousand and a 10.06% CTR — Vietnamese football news channels and the first trading tests.
- 16 September – 13 October: 1.37M impressions from four advertisers at 3.62 TON per thousand and a 7.60% CTR. Gold/XAUUSD education in Vietnamese arrived and brought most of the 90-day volume; the earlier sample in the cost section below, 4.09 TON per thousand for 22 August – 3 October, sits in the same range.
Who orders accounts for Vietnam
- A crypto team based in Vietnam ordered a crypto World account in September 2026 after requests in August.
- Buyers abroad want Vietnam: a forex account aimed at Vietnam from a buyer in the United States, an education account aimed at Vietnam from a Hong Kong team.
- Vietnam-based buyers buy elsewhere too: gambling for Türkiye from a Russian-speaking team in Ho Chi Minh City, forex for Malaysia, health offers for Mexico.
Why this demand comes to Telegram
Meta lists Vietnam among its unsupported gambling markets (Meta gambling policy), TikTok marks Vietnam “not allowed” for gambling (TikTok gambling policy), and Google disapproves forex-signal ads (Google financial products policy) and bans crypto-signal ads everywhere (Google crypto policy). Vietnamese searches such as «chạy ads cá cược bóng đá» and «quảng cáo telegram xauusd» show where that demand goes. Telegram’s public ad policy bans gambling ads as well (§5.6), so with Adsly gambling runs in two formats: an official Telegram Ads gambling account from a €25,000 ad budget + 25% commission, opened even without a licence, or a full launch on our infrastructure, a €5,000 ad budget + 30% commission — both on the gambling Euro account page. The 2026 framework in 30 seconds
Vietnam moved crypto from a grey zone to a controlled pilot:
- Law on Digital Technology Industry. Passed in June 2025, in force since 1 January 2026; it recognises digital assets as property (Conventus Law, April 2026).
- Resolution 05/2025/NQ-CP (9 September 2025). A five-year pilot. Offering, issuance, trading and payment of crypto assets must be in Vietnamese dong. A service provider needs at least VND 10 trillion of charter capital. Crypto assets may be issued only on real underlying assets and offered only to foreign investors. Six months after the first provider is licensed, domestic investors must trade through licensed providers (Vietnam Law & Legal Forum, 2025).
- Decision 96/QD-BTC (20 January 2026). The Ministry of Finance opened the licensing procedures (Tilleke & Gibbins, 2026).
- Decree 284/2026/ND-CP (16 July 2026). Administrative penalties for crypto-asset violations, in effect from 1 September 2026, including fines of VND 30–50 million for domestic investors who trade through unlicensed platforms once the six-month period has run (Vietnam Law & Legal Forum, August 2026).
Where it stood on 30 August 2026: no exchange licensed, five applicants past the first assessment.
For Telegram Ads this means nobody can truthfully advertise a Vietnamese crypto licence today. What the pilot means for an offshore exchange that advertises to people in Vietnam is a question for your counsel, not for us.
Audience reality
Start with the uncomfortable fact: the telecom department of Vietnam’s Ministry of Science and Technology ordered providers to block Telegram in a letter dated 21 May 2025 (Al Jazeera, May 2025). We have found no announcement that the order was lifted. Campaigns targeted at Vietnam on our TON accounts still delivered 1.0 million impressions between 22 August and 3 October 2026, so ads do reach users there; how much of the audience the block removed, we cannot tell you.
What else can be sourced:
- Online population. 85.6 million internet users in October 2025, 84.2% of the population, with a median age of 33.4 (DataReportal Digital 2026: Vietnam). The report does not list Telegram, and we know of no reliable public count of Telegram users in the country.
- Crypto. Chainalysis ranked Vietnam 4th in its 2025 Global Crypto Adoption Index and 18th in the 2026 edition, which uses a new methodology.
- GameFi. Sky Mavis, the company behind Axie Infinity, is based in Vietnam (AFP via VnExpress, February 2022).
Vietnamese or English is a test. Telegram requires the ad language to match the language of the channel it runs in (ad guidelines, §4.7), so Vietnamese-language channels get Vietnamese creative.

Our own accounts, campaigns targeted at Vietnam only, all niches blended, as of 3 October 2026. Euro accounts are billed in euros and TON accounts in TON; the two are never converted into each other.

What does not belong in an ad: “lợi nhuận đảm bảo” (guaranteed profit), which Telegram’s guidelines prohibit (§5.7), and a Ministry of Finance licence the advertiser does not hold.

- “Guaranteed profit” copy.
- Offshore forex brokers targeting Vietnam directly.

FAQ
Is Telegram blocked in Vietnam?
The government ordered it. A letter from the telecom department of the Ministry of Science and Technology, dated 21 May 2025, told providers to block Telegram, and we have found no announcement that the order was lifted. Our Vietnam-targeted campaigns still delivered 1.0 million impressions between 22 August and 3 October 2026. Plan a test budget, not a launch budget.
Is crypto legal in Vietnam in 2026?
Digital assets are recognised in law since 1 January 2026, and a five-year pilot market exists on paper. In practice Vietnam had not licensed a single exchange as of 30 August 2026; five applicants had passed the first assessment.
How does Vietnam rank for crypto adoption?
4th in the Chainalysis 2025 index and 18th in the 2026 edition, which changed its methodology. Quote the rank with its year: “number one in the world” is not what either edition says.
Can I advertise a crypto exchange now?
Not as a Vietnam-licensed one: no licence had been issued as of 30 August 2026. Under Resolution 05, domestic investors will have to trade through licensed providers six months after the first licence is granted, and Decree 284/2026 sets fines for those who do not. Whether an offshore exchange should advertise to people in Vietnam in the meantime is a decision for your counsel.
Vietnamese or English creative?
We have no measured split by language for Vietnam. Match the ad language to the channel language, as Telegram’s guidelines require; for Vietnamese-language channels that means Vietnamese.
Why is Vietnam linked to GameFi?
Sky Mavis, the company behind Axie Infinity, is based in Vietnam. That is history, not a measurement: we have no data on how GameFi campaigns perform in Vietnam, so we make no performance promise.
What about token launches?
Under Resolution 05, crypto assets issued in Vietnam must rest on real underlying assets and may be offered only to foreign investors. A token launch is priced as a crypto niche with us (€500 minimum ad budget); the copy rules are in the token launches guide.
Can I run gambling?
Not as an ordinary campaign. Telegram’s ad guidelines prohibit gambling ads outright (§5.6), in every country. How operators run anyway, and what it costs, is in the gambling policy guide; this guide does not treat Vietnam as a gambling market.
Does Adsly verify Ministry of Finance licences?
Yes. If an ad claims a Vietnamese licence, we ask for it and check it before the ad goes out. As of 30 August 2026 there was no licence to show.
