Telegram Ads Glossary: Every Term Explained (2026)

Telegram Ads charges per thousand impressions (CPM): on our own Euro accounts the average CPM is €2.97 and the average click-through rate (CTR) 0.85%, across 257.7M impressions. An ad is a sponsored message of up to 160 characters shown in channels, bots and Telegram search. The advertising account, often called a cabinet, is funded one of three ways: Euro (billed in euro, opened through partners), TON (self-serve, paid in Gram) or Stars (only for channel and bot owners spending Stars their channel earned). Every ad passes moderation; on our accounts over 98% of decisions arrive within three hours, and 99.9% of reviewed Stars ads, 95.6% of Euro ads and 86.8% of TON ads end up approved. Campaign statuses are In Review, Active, On Hold, Stopped and Declined. This glossary defines 60 such terms.

A

A/B Testing

Running several variants of an ad against the same targeting to see which performs better. In the Pro Panel the creation form multiplies A/B texts and A/B media into separate campaigns in one pass, so each variant has its own statistics. Choosing the winner is your call; as a working estimate — our judgement, not a measurement — let each variant collect about 10,000 impressions first.

Account (Cabinet)

A Telegram Ads advertising account, often called a cabinet. There are three kinds, defined by how the account is funded: Euro (billed in euros, opened through partners such as ADSLY), TON (self-serve at ads.telegram.org, paid in Gram, the currency of the TON blockchain) and Stars (for channel and bot owners spending Stars their channel earned). Since 22 August 2026 all three use the same targeting form. One user can manage several accounts.

Active

Campaign status: the ad is live and sponsored messages are being shown according to its parameters. An Active campaign spends its budget at the CPM you set.

Ad Text

The text of the sponsored message. Telegram’s guidelines cap it at 160 characters including spaces and do not allow line breaks, bullet points or numbered lists, excessive capitalisation, or intrusive use of emoji. One link in the format @link or t.me/link may be included, and it must lead to the same destination as the button.

AI Recreate

A Pro Panel feature: when an ad is declined, it is submitted again with a new AI-written text, and again until it passes moderation. Plain Recreate does the same with the original text. We publish no recovery rate for either.

Auto CPM

A Pro Panel feature for campaigns targeted at channels and bots. Once an hour it checks whether the ad is actually visible in the targeted channels: visible in most of them — the CPM goes down by 10%; not visible in most — up by 10%; a mixed picture — no change. A change needs two checks in a row that agree, with a three-hour pause between changes.

Automation Rules

IF/THEN logic that manages campaigns without manual work. In the Pro Panel a rule can apply to one campaign, a campaign group, a selection of campaigns or the whole account. Conditions use metrics such as views, clicks, CTR, CPC, CPM, spend and budget, and conversions from your own postbacks; actions pause or activate a campaign, change the CPM, add budget or simply notify you. Example: IF CTR < 0.2% THEN pause campaign.

B

Bid (CPM Bid)

The CPM you set for an ad: the price for one thousand views. Telegram’s getting-started page states: “The minimum CPM for a sponsored message is 0.1 Toncoin” (Telegram Ad Platform Explained). We publish no “recommended bid” multiplier: start near the measured price of the country you target and adjust on your own data.

Bot Targeting

Placing the ad in specific Telegram bots that you name, the same way channel targeting names channels. Available on Euro, TON and Stars accounts.

Budget (Daily/Total)

The amount an ad may spend. The form has a Budget — the total; the ad runs until it reaches it — and an optional Daily Budget, where 0 means no daily limit. Telegram does not let you lower the budget of a submitted ad: you create a similar ad with a lower one. Accounts opened through ADSLY start from €500 of ad budget (€1,000 for crypto and stocks; €5,000 for gambling, nutra, dating & adult and binary options).

Bulk Operations

Acting on many campaigns at once. The Pro Panel has mass pause, resume and stop, budget top-up, CPM change, editing of title, URL and text, deletion, rule assignment and export.

Cabinet

See Account. A Telegram Ads advertising account — Euro, TON or Stars.

Campaign

One ad with its text, targeting, budget, CPM and optional media; Telegram’s own interface calls it an ad. A campaign belongs to one account. Once it is created its targeting cannot be changed — Telegram’s “Create a similar ad” makes a copy that you can retarget.

Campaign Group

A user-created folder for related campaigns inside one account. In the Pro Panel a group has a colour, shared automation rules, shared Auto CPM and its own analytics.

Channel Targeting

Naming the specific public channels where the ad appears. Telegram shows sponsored messages in public channels with 1,000 or more subscribers. We have not measured channel targeting against topic or country targeting, and we publish no “ideal” number of channels.

CTR (Click-Through Rate)

Percentage of views that end in a click. Formula: (Clicks ÷ Views) × 100. On our accounts (3 October 2026, without campaigns above 25% CTR) it is 1.88% across all campaigns; by account type, 0.85% on Euro, 2.18% on TON and 3.08% on Stars. The three run in different markets, so compare a CTR inside one account type.

CVR (Conversion Rate)

Percentage of clicks that end in the action you wanted — a subscription, a bot start, a purchase. Formula: (Actions ÷ Clicks) × 100. Telegram’s statistics count channel joins and bot starts; purchases need your own tracking. We publish no typical range.

CPA (Cost Per Action)

Cost of one action. Formula: Spent ÷ Actions. In Telegram’s statistics an action is a channel join or a bot start, not a sale or a deposit. We publish no CPA benchmark.

CPC (Cost Per Click)

Cost of one click. Formula: Spent ÷ Clicks. Measured on our Euro accounts in September 2026, by destination: €0.355 into a channel, €0.223 into a bot, €0.266 to a website and €0.038 into a Mini App (a thin base: 6 accounts).

CPM (Cost Per Mille)

Cost per 1,000 impressions — the pricing model of Telegram Ads. You set a CPM and are charged for every 1,000 times the ad is shown. On our accounts the average is €2.97 on Euro accounts, 0.90 TON on TON accounts and 395 Stars on Stars accounts; these are three currencies, so compare a CPM inside its own account type. The country you target moves it most.

CTA (Call to Action)

The button under the sponsored message that opens the advertised destination — a channel, a bot, a Mini App or, on Euro accounts, a website. Telegram’s guidelines define an ad as a text plus this button. A custom button label is a Euro-account feature.

D

Declined

Campaign status: moderation rejected the ad, and it must be changed before it can go live. Telegram shows the reason and a link to the relevant guideline when you open the ad. Things the guidelines name: excessive capitalisation and emoji (§2), unsupported superlatives and clickbait (§5.4), a destination that does not match the ad (§4.3). On our accounts 5.0% of all campaigns are currently declined (3 October 2026).

Deep Linking

A link that opens a specific place rather than the top of a channel or bot: a single post (t.me/link/123) or a bot with a start parameter. Telegram’s guidelines allow both, and the start parameter is how a bot can tell which ad a user came from.

Draft

An ad that has been saved but not published — for example because the balance was too low when it was created. Telegram keeps it so that you can publish it later. In the Pro Panel the creation form also saves an unfinished form automatically.

E

Euro Cabinet

A Telegram Ads account billed in euros. It is not self-serve: Euro accounts are opened through partners, and ADSLY opens them on its own EU entity, with no KYC, and every new one is a World account that can advertise in every available country. Targeting uses the same form as TON and Stars: countries (229 options), languages (71), topics (41), devices, or specific channels, bots and search. What stays Euro-only: ads that link to an external website, the in-stream video format, a custom button, and human escalation of a declined ad through ADSLY. Opening takes 2 business days (4 for nutra, dating & adult and binary options); the minimum ad budget is €500 (€1,000 for crypto and stocks; €5,000 for gambling, nutra, dating & adult and binary options). Approval on our accounts: 95.6%.

F

Fragment

The platform at fragment.com where Telegram collectibles — usernames, numbers, gifts — are traded and where TON-funded ad accounts are topped up: on the ad platform you choose Budget → Add Funds on Fragment and pay in Gram. Fragment describes itself as built on TON, “a blockchain technology initially developed by Telegram” (fragment.com/about).

Frequency Cap

See Views per User. Telegram Ads has no frequency cap “per day” or “per week”: the one setting is Views per User, from 1 to 4.

G

Geo Targeting

Targeting users by country. The form lists 229 options and has been the same on Euro, TON and Stars accounts since 22 August 2026. Inside a selected country a Locations field searches for narrower locations; which ones it offers is visible in the account, and we have not measured city-level campaigns. TON-funded ads are not served in Russia, Ukraine, Israel and Palestine.

Global Rules

Automation rules applied to every campaign in an account. Useful for account-wide safety rules such as “pause any campaign whose CTR falls below 0.2%”.

Gram

The currency of the TON blockchain, formerly called Toncoin. Fragment’s payment page asks for Grams (GRAM) when you top up a TON-funded ad account; Telegram’s getting-started page still states the minimum CPM in Toncoin.

Group Rules

Automation rules applied to all campaigns within one campaign group. Useful when a set of campaigns shares one optimisation logic.

H

Hourly Analytics

Performance data stored every hour. The Pro Panel takes an hourly snapshot of every campaign, so charts go down to one-hour resolution; hourly detail is kept for 30 days and older periods are shown by day. We publish no “best hours” — we have no hour-of-day benchmark — so use the hourly view on your own campaigns to find yours.

I

IF/THEN Rules

See Automation Rules. Format: IF [condition met] THEN [action triggered]. Example: IF CPC > €1.00 THEN decrease CPM by 10%.

Impressions

See Views. The number of times your ad is displayed to users. The billing metric for CPM pricing.

In Review

Campaign status: Telegram is checking the ad before it can be shown. On our accounts over 98% of campaigns get a decision within three hours.

M

Managed Service

Campaign management by ADSLY’s team — creation, optimisation and reporting. It costs $1,000 per month plus 10% of ad spend (20% in high-risk niches). We publish no approval rate for managed versus self-run campaigns.

Media

A photo or video attached to the sponsored message. It works on Euro and TON accounts alike. The Pro Panel creation form accepts PNG, JPEG and GIF images and MP4 video, up to 15 MB. We have not measured ads with media against text-only ads.

Mini App

A web application that opens inside Telegram, usually from a bot. For an advertiser it is a destination: the ad’s button can open a Mini App directly, on TON accounts as well as Euro. On our Euro accounts a click into a Mini App cost €0.038 in September 2026 — the cheapest destination we measure, on a thin base of 6 accounts.

Moderation

The review every ad passes before it runs. On our accounts over 98% of the 13,199 campaigns measured in September 2026 had a decision within three hours, on Stars, TON and Euro alike. Approval — the share of reviewed ads finally approved, 3 October 2026 — is 99.9% on Stars, 95.6% on Euro and 86.8% on TON. On Euro accounts ADSLY can escalate a declined ad to a human reviewer; TON has no escalation. Telegram’s ad terms promise no review time.

N

Negative Targeting

Excluding placements or audiences so the ad is not shown there. The form keeps a list of excluded channels, separate from the list of channels whose audience you exclude.

O

On Hold

Campaign status: you have paused the ad, and it can become active again whenever you want. Telegram’s wording: “You have paused the ad, but it’s ready to become active again whenever you’re ready.”

P

Paused

A campaign the advertiser has paused. Telegram’s interface shows it as On Hold; see On Hold.

Promote URL

The destination your ad points to: a Telegram channel (t.me/channel), a bot (t.me/bot), a Mini App or — on Euro accounts only — an external website. The promote URL decides what users see when they click.

A Pro Panel launcher. You enter a channel, a bot or a website; it finds target channels, generates ad texts with AI and creates the number of campaigns you ask for, from 1 to 100. Website destinations need a Euro account.

R

RBAC (Role-Based Access Control)

Team permissions on the Agency plan. The Pro Panel has two access levels, assigned per account: Viewer — sees campaigns and statistics only — and Manager — full access to manage campaigns.

Recreate

Creating a new campaign to replace a declined one. The Pro Panel’s Recreate does it automatically, every hour, until the ad is approved; AI Recreate does it with a new AI-written text each time.

S

Telegram’s name for an ad: a short text with a button, optionally with a photo or video. Telegram describes its ad platform as a tool for sponsored messages in public channels with 1,000 or more subscribers; ads are also shown in bots and in search.

Stars

Telegram’s in-app currency, used for digital goods and creator monetisation and — by channel and bot owners — for ads. Telegram’s terms for creators state: “When used for Telegram Ads, each Star in your balance is worth 0.02 USD in advertising credit” (Terms of Service for Content Creators).

Stars Cabinet

Not a general way to buy ads: channel and bot owners can spend Stars their channel or bot earned on ads for that same channel or bot. Since 22 August 2026 it uses the same targeting form as Euro and TON. Approval on our accounts is 99.9%, measured on 13 accounts — read it as a direction. ADSLY does not open Stars accounts; one you already have can be connected to the Pro Panel. We make no claim about where Stars ads are delivered.

Stopped

Campaign status: Telegram shows it for a new ad that has no budget yet and for an ad whose budget has run out. It is not a permanent state — increase the budget to run the ad again.

T

Template

A saved campaign configuration (text, targeting, budget, CPM) for reuse. It speeds up creation when you launch similar campaigns across channels or accounts.

TON (The Open Network)

The blockchain on which TON-funded ad accounts are paid; Fragment describes it as “a blockchain technology initially developed by Telegram”. Its currency is Gram, formerly Toncoin.

TON Cabinet

A self-serve Telegram Ads account at ads.telegram.org, topped up through Fragment in Gram. Telegram’s getting-started page sets the minimum CPM at 0.1 and allows Telegram destinations only: “Links to external sites are not allowed.” Since 22 August 2026 it has the same country, language and topic targeting form as Euro. TON-funded ads are not served in Russia, Ukraine, Israel and Palestine. Approval on our accounts is 86.8%, with no human escalation. Through ADSLY a TON account starts from €500 of ad budget (€1,000 for crypto and stocks; €5,000 for gambling, nutra, dating & adult and binary options).

Topic Targeting

Targeting by the topics users read. The form has 41 topics, the same on Euro, TON and Stars accounts — among them Cryptocurrencies, Business & Entrepreneurship, Technology & Internet, Education, Health & Medicine, Fashion & Beauty, Travel & Tourism, Video Games and Economy & Finance. Topics combine with country, language and device targeting.

V

Video Ads

A sponsored message with a video attached works on Euro and TON accounts alike. Separate from it is the in-stream video format — an ad shown inside Telegram’s video content — which is Euro-only. We have not measured video against text-only ads.

Views

Number of times your ad was displayed to users (impressions). The billing metric for CPM pricing: you pay per 1,000 views at your CPM.

Views per User

The one frequency setting in the ad form: how many times one user may see the ad — 1, 2, 3 or 4. There is no “per 7 days” or “per 14 days” cap. Start at 1–2.

W

WebApp

The Bot API’s technical name for a Mini App. The Pro Panel also opens as one inside Telegram, so campaigns, analytics and account switching are at hand on a phone; a few functions are desktop-only.

World Account

Formerly called Multigeo. A Euro account that can advertise in every available country: you choose the countries for each campaign inside it, on the same targeting form. Since 4 October 2026 every new Euro account ADSLY opens is a World account and single-country Euro accounts are no longer opened; the country you advertise in does not change the commission.

What does Declined mean in Telegram Ads?

What is a CPM bid?

Does Telegram Ads have a frequency cap?

Not in the usual “N per week” sense. The ad form has one setting, Views per User, which limits how many times one user may see the ad: 1, 2, 3 or 4.
