Scaling Telegram Ads From $1k to $100k a Month: What Actually Changes

Telegram Ads spends by the ad, not by the account: every ad has its own budget and its own CPM bid in an auction, so going from $1,000 to $100,000 a month means running more campaigns in more places. The work moves through three stages. First find what works: choose the country and the destination, which set your cost (a click cost €0.022 in India and €0.415 in Russia on our Euro accounts), test many small ads and track results past the click. Then systemise: group campaigns, let rules pause what spends without results and add budget to what meets your target, and edit in bulk. Then widen: more countries, a second account type, more accounts and people. On our TON accounts, those with 1,000 or more campaigns pay 0.69 TON per thousand impressions against 2.71 TON for accounts with fewer than ten — a correlation, not a cause.

Scaling is more campaigns, not a bigger number

Telegram Ads spends by the ad, not by the account. The getting-started page defines an ad budget as “the amount of funds you are willing to spend on a particular sponsored message”, each ad has its own CPM, and Telegram’s terms describe placement as an auction: “the automated system that uses certain algorithms to determine the best offered CPM”. Spending ten times more therefore means winning more auctions in more places — more ads, more audiences, more countries, sometimes more accounts.

That changes what scaling is about. The hard part is not finding money to spend; it is keeping hundreds of small decisions correct at once.

Accounts with 1,000 or more campaigns carry 67% of all TON impressions and pay about a quarter of what the smallest pay per thousand. This is a correlation, not a cause: large accounts are different advertisers buying different countries, and CTR falls along with CPM as accounts grow. On Euro accounts the pattern is not even monotonic, because the largest ones buy mostly Russia.

Three stages: a working framework

The dollar bands below are our working judgement of where the work changes, not measured thresholds.

Stage 1: find what works

Start with the two choices that set your cost. Country: on our Euro accounts a click cost €0.022 in India and €0.415 in Russia; the CPM by country guide has both the Euro and the TON tables. Destination: on Euro accounts in September 2026 a click cost €0.038 to a Mini App (six accounts, a thin base), €0.223 to a bot, €0.266 to a website and €0.355 to a channel.

Then test with many small ads rather than a few large ones. Set up tracking now. Telegram reports views, clicks and actions — joins and bot starts — and the rules of the next stage need real conversions to act on: postbacks from your tracker, or a separate invite link per ad.

Stage 2: put the routine into rules

By now there are dozens of campaigns, and checking them by hand is the bottleneck. Four things in Pro Panel take that work over.

  • Groups. Campaigns in a group share rules, Auto CPM and analytics. Group by offer or by country.
  • Rules. Pause what spends without results and add budget to what meets your cost target, each condition judged over its own window of 1 to 168 hours and each repeating action given a limit.
  • Auto CPM and Recreate. For campaigns aimed at channels and bots, Auto CPM moves the bid by 10% depending on whether the ad is visible there. Recreate re-submits declined ads every hour.
  • Bulk operations. Pause, resume, top up budgets, change the CPM or edit the title, link and text across a whole selection, and copy one campaign into up to 100 duplicates.

Stage 3: widen

Countries. Add markets instead of pushing one harder, and compare prices inside one currency. Every new Euro account is a World account: every available country, and you choose the countries for each campaign.

Account types. Since 22 August 2026 Euro, TON and Stars share one targeting form. A Euro World account already covers every destination and every available country, Russia, Ukraine, Israel and Palestine included, so a second account is there to keep clients, brands or budgets apart; add a Stars account only if your channel earns Stars.

Creative supply at scale

More campaigns need more texts, and every new text goes through moderation. Two measurements make that manageable: over 98% of the 13,199 campaigns we timed in September 2026 had a decision within three hours, and 95.6% of reviewed ads end up approved on Euro and 86.8% on TON. Text generation in Pro Panel produces up to 25 texts per click; choosing and editing them is still your job.

We publish no creative-fatigue curve. We have not measured how fast a text wears out or how many new texts a week a given budget needs, and we would not trust the round numbers quoted online. What you can do is cap views per user in the ad form, watch CTR per campaign over time in hourly analytics, and let a rule notify you when CTR over the last 72 hours drops below what is normal for your account.

When to add budget, and when not to

These are rules of thumb, not measured laws.

  • Add budget to a campaign whose cost per result, from postbacks, stays under target over a window with enough conversions — and do it with a rule and a cap, not by hand.
  • Raise a bid only when the ad is not being shown. Check Visibility in Pro Panel shows where the ad currently appears among its target channels.
  • Do not scale on CTR alone. A click is not a customer, and a high CTR on a cheap audience can still lose money.
  • Do not plan around best hours. We have no hour-of-day performance data; use hourly analytics on your own campaigns.
