Telegram Ads for Gambling & iGaming: Launch Formats and Managed Service
Telegram’s public ad guidelines prohibit gambling ads, and casinos and sportsbooks advertise on Telegram anyway — through two launch formats that we open. This page explains both formats, shows where a one-off launch ends and the monthly managed service begins, says what each costs, and lists the gambling numbers we have actually measured.
What Telegram’s rules say about gambling
Section 5.6 of Telegram’s ad guidelines says ads “must not promote online or offline gambling, gaming, or casino-based activities involving real money, prizes, or goods of any value”, and it names sports betting, lotteries, bingo, fantasy sports, tips and odds. There is no licensed-operator exception in the public text. Gambling runs on Telegram through approval granted per project: in the official format the operator’s product is reviewed and approved directly, which is why the brand can appear in the ad, while the test launch runs softer copy that we write and names no brand. The other large platforms do not ban gambling outright, but they gate it, as their policies read on 3 October 2026:
- Google Ads allows online gambling ads only in the countries it lists, and only from advertisers that have applied for and received Google’s gambling certification (Google Ads: Gambling and games).
- Meta allows online gambling and gaming ads only once the ad account has obtained authorization, with evidence that the activity is licensed or lawful in the territory it targets (Meta: Online Gambling and Games).
We do not quote a gambling CPM for Google or Meta: we have no measurement of our own there and found no public benchmark we could verify.
Two launch formats
There are two formats, and they differ in who writes the ad and what it may say — not in where the click lands. In both, the player who taps the ad arrives directly at your product.

The ad budget is credited to your account and spent on impressions; it is not a fee. Our commission comes on top of it, and the order form shows the exact total before you pay. Both formats are opened on our EU entity, with no KYC and no documents, and are paid in any cryptocurrency.
Neither format is the second-rate one. Choose by what you already have: if your own creatives — brand, bonus, RTP — already convert elsewhere, the official gambling account puts them on Telegram as written. Launch is one thing, management is another
The €5,000 test launch includes a one-off launch: our manager writes the ads, sets the campaigns up and takes them to Active status. It does not include running them afterwards. Daily optimization, scaling and reporting are the managed service — a separate paid service that you can add to either format.

If you buy the launch alone, the campaigns are yours to run from the day they go Active. If you add the managed service, the managers keep running them.
What the managed service costs for gambling
The managed service costs $1,000 per month plus 20% of ad spend. Gambling is charged at the high-risk rate, like forex, binary options, adult and dating, nutra and payday loans; regular niches pay 10%. The percentage always applies — there is no version of the service that is the monthly fee alone.

The fee pays for management only. Your ad budget, the account and the account commission are separate.

How a declined ad is handled
A declined ad breaks a specific rule, so the work is to find the rule, fix everything in one pass and resubmit. On our accounts over 98% of 13,199 campaigns had a moderation decision within three hours (all niches, September 2026). We have no gambling-only timing and publish no gambling-only approval or decline rate.
1. Find the rule
Telegram shows a decline reason, and it is often a general one. The manager reads the ad and its destination against the ad guidelines: the wording, capitalisation and emoji, the link, and whether the destination matches the text.
2. Rewrite in one pass
Resubmitting with one fix at a time costs a review cycle per guess. Casino copy, sportsbook copy and poker copy trip over different wording — bonus and jackpot phrasing is the usual problem for casino ads — so each is rewritten for its own product.
3. Check the destination
Moderation reviews where the ad leads as well as what it says. A clean text that lands on a page or bot that does not match it is declined all the same.
4. Submit several variations
Several versions of a campaign, with different phrasing and different calls to action, go into review together. If one is declined, another is already being reviewed, and the launch does not wait for a single ad.
Countries and targeting
Country targeting is no longer a reason to choose one account type over another. Since 22 August 2026 TON and Stars accounts use the same targeting form as Euro: countries, languages, topics, devices, or specific channels, bots and search. What stays Euro-only is an ad that links to an external website, in-stream video, a custom button and human escalation of a declined ad through Adsly. TON-funded ads are not served in Russia, Ukraine, Israel and Palestine.
Every new Euro account is a World account: it can advertise in every country in the Telegram Ads targeting directory, and you choose the countries for each campaign inside it. Which countries you may lawfully target is your decision and your counsel’s: target only where your licence and local law allow it.
We do not publish a list of “best gambling countries”: our gambling base is too thin to split by country. All-niche prices per country are in the CPM by country guide.
We do not present India as a gambling market. Its Promotion and Regulation of Online Gaming Act, passed by Parliament on 21 August 2025, prohibits online money games, and advertising them can bring up to two years in prison and a fine of up to ₹50 lakh (Press Information Bureau, Government of India). The gambling numbers we measure
One row, measured on self-service Euro accounts with all countries blended (3 October 2026): €2.55 CPM and €0.019 per click across 175k impressions. The click-through rate on that row is 13.19%, which is suspiciously high for Telegram — quote it with caution and do not plan on it.

What we do not measure: gambling by sub-vertical, a gambling decline rate, and the cost of a registration or a first deposit. Telegram counts channel joins and bot starts as “actions”; what happens after that depends on your product and has to be measured with postbacks.
